The Early Childhood Development Agency (ECDA) serves as the regulatory and developmental agency for the early childhood sector in Singapore, overseeing key aspects of children’s development below the age of 7, across both kindergartens and childcare centres.
The Child Development Department in ECDA oversees a continuum of services and drives initiatives to support the development of young children with developmental needs and those from low-income families with young children, to ensure a good start for every child.

What the role is
What you will be working on
The Social Mobility branch oversees programmes for low-income families with young children, which includes overseeing KidSTART as the policy owner and programme funder. You will work closely with KidSTART Singapore Ltd on several fronts:
• Monitor the progress of KidSTART nationwide scale-up and ensure smooth implementation.
• Periodic review of programme to ensure relevance of programme to MSF’s mission
• Collaborate with partnering agencies to ensure alignment with other initiatives in the social, health and education sector, such as ComLink+.
• Part of team overseeing KidSTART Singapore Ltd ensuring compliance to MOF guidelines.
• Oversee the management of KidSTART budget and performance reports from KidSTART Singapore Ltd and to staff updates to senior management and political office holders, where necessary.
• Staff senior management and political office holders for steering committees and inter-agency meetings related to the department’s work, where necessary.
Beyond KidSTART, you will also be required to work with MSF and other government agencies to review/implement policies or initiatives to address gaps or barriers that impede child development and preschool enrolment of children from lower-income families.
In this role, you will have the opportunity to play a driving role in one of Singapore’s important social mobility initiatives, at an exciting period of expansion. You will be able to develop your competencies in programme management (to ensure that programmes meet their objectives, deliverables and timelines with appropriate resourcing), policy and planning (to analyse data and translate that to programme moves and develop Early Childhood domain knowledge) and stakeholder management (anticipating and managing perspectives and interests to find common solutions).
What we are looking for
• A relevant tertiary qualification e.g., psychology, economics, sociology, business analytics, engineering, applied mathematics, statistics or related disciplines with strong quantitative skills.
• Managed programme level budget in last role
• At least 2 - 4 years of prior experience in policy or planning roles preferred
• Ability to engage stakeholders at different levels
• Ability to work as part of a team and autonomously as and when required
• Ability to multi-task and work well in a fast-paced and dynamic environment
• Strong analytical, written, oral communication and presentation skills
