What the role is

The Monetary Authority of Singapore (MAS) is Singapore’s central bank and integrated financial regulator.

As central bank, MAS promotes sustained, non-inflationary economic growth through the conduct of monetary policy and close macroeconomic surveillance and analysis. It manages Singapore’s exchange rate, official foreign reserves, and liquidity in the banking sector.

As an integrated financial supervisor, MAS fosters a sound financial services sector through its prudential oversight of all financial institutions in Singapore – banks, insurers, capital market intermediaries, financial advisors, and stock exchanges. It is also responsible for well-functioning financial markets, sound conduct, and investor education.

MAS also works with the financial industry to promote Singapore as a dynamic international financial centre. It facilitates the development of infrastructure, adoption of technology, and upgrading of skills in the financial industry.

What you will be working on

The Data and Collaboration Platforms Division is responsible for conceptualisation, implementation and management of enterprise-wide data and collaboration solutions. You will be part of a dynamic team responsible for IT Systems within the division.

In this role, the officer is expected to undertake the following areas of work:

Manage stakeholder relationships

Solution business analysis and design

  • In conjunction with business, to design and deliver a solution experience that meets the needs of user through human, digital, and physical interactions, over time, across a journey (in conjunction with policy, process, digital enablers).

  • Mapping of the service/business/functional requirements to solution/application system/technical requirements and ensure overall design, development and implementation remains consistent with the overall architecture of the project, and its objectives and needs.

Vendor contracting and management

  • Manage outsourced vendors and in-housed contractors to meet the delivery and operation needs of IT services.

  • Conduct procurement

Governance, Risk and Compliance

  • Ensure compliance to ICT Governance policies and standards.

  • Ensure risk framework is adhered to and carry out risk management for projects and products.

Project delivery and quality

  • Plan and manage IT projects and ensure alignment of project to the business objectives within established scope, cost and schedule.

  • Quality: To assure the quality of systems and applications, including the establishment of quality management technology and systems for applications development and delivery

Operations and maintenance, user support

  • Manage and direct the day-to-day operations of IT services.

  • Lead incident response, investigation, and resolution effort by working closely with different stakeholders (vendors, development teams, infrastructure team, etc) to support system availability. Work closely with business and technology stakeholders on the operational front, understand issues raised by users and provide assessment and resolution to these issues.

  • Monitor product vulnerabilities and patch availability and provide the relevant assessment and plan to implement the remediation.

  • Manage change request, service request and production support issues and ensure service levels are met.

  • Review postproduction issues and identify root cause and work with vendors on preventive measures.

  • Plan, execute and support system implementation, software/hardware upgrades and security patches.

  • Measure, monitor and continuously improve performances of IT services

What we are looking for

  • Bachelor Degree with preferably 8-10 years of relevant working experience in project management, business analysis and system operation

  • Experience in project management, vendor management, incident management, problem management and release management

  • Strong experience in managing business, IT and senior stakeholders.

  • Sound understanding of the technical aspects of systems integration in an environment with diverse technologies.

  • Strong communication skills and ability to influence to gain consensus from multiple stakeholders when required.

  • Familiarity with Government Instruction Manual 8 will be an added advantage.

  • Good analytical skills, and able to mulit-task and deliver results in a timely manner.

  • Self-driven, creative and team-oriented person with good interpersonal and organizational skills, positive attitude and able to work under pressure.

  • Excellent technical troubleshooting skills

  • Sound knowledge in coding languages, databases, application architecture, cloud technologies and IT security

This is a 2-year contract position. As part of the shortlisting process for this role, you may be required to complete a medical declaration and/or undergo further assessment.
