What the role is

To support the Division in the facilities management of People’s Association (PA)’s community infrastructure to ensure that the physical infrastructure and facilities are well maintained and kept in a state of good, safe and serviceable condition to meet PA’s objectives to promote social cohesion and community bonding.

Lead and manage the Facilities Management Team in supporting and maintaining PA

Properties to sustain high availability of all PA properties and amenities These includes(but is not limited to):

 

 

·         Manage the project team for CMP, A&A and other minor building projects for PA properties from planning to completion including defects liability periods, DPIPs, fixed asset and finalisation of project accounts.

 

·         Oversee the appointed Managing Agent (MA), consultants and etc to ensure assigned projects complete within schedule and approved budget and meet the project strategic, design, quality and operational objectives and ensure that all PA properties are well maintained and upkeep to requirements.

 

·         Monitor the overall status of projects, ensures that all term contracts of Managing Agents (MAs) and other services are valid and procured on time, submits progress updates on projects and ensure timely submission of status reports to Management and stakeholders.

 

·         Revews plans/drawings and tender documents to ensure compliances with basic and functional requirements of respective CCMC, CC, Stakeholder and Co-users’ requirements.

 

·         Ensure compliance with Government and internal procurement and financial procedures

 

·         Update job knowledge by participating in educational opportunities, reading professional publications, maintaining personal networks and participating in professional organisations.

 

·         Ensure proper and full archive of essential data, financial information all authorities approval information etc for reference, audit and future development of buildings.  

Education

Professional qualifications in Building or Project Management or Facilities/Estates Management or Engineering or other building related discipline

Experience      

Minimum: Five years of relevant experience in the related field and/or Building maintenance with good track record

Desired: More than seven years of relevant experience in Facilities/Estate Management and/or Building maintenance with good track record, of which at least two years in managerial capacity

Others             

  • Good interpersonal, communication, management and organization skills with positive attitude

  • Self-driven and able to work independently with good time management, initiative and able to multi-task.

  • Proficient in MS Office application (e.g. Words, Excel, Powerpoint)

  • Knowledge in construction projects and contract  administrations, relevant Singapore standards, Code of Practices and regulatory guideline

  • Certified Fire Safety Manager, Certified Green Mark Manager/Facilities Manager will be added advantage

What we are looking for:

  • Minimum - Professional Certification in Building or Project Management or Engineering or other relevant qualification.

    Minimum - 5 years in integrated infrastructure/building project management and or M&E consultancy services with good track records.
    Desired- More than 7 years in integrated infrastructure/building project management and or M&E consultancy services with good track records.

Only shortlisted candidates will be notified. Shortlisted candidates will go through PA’s structured interview. Successful candidates will be given a 3-year contract.
