What the role is

The Estate Management division is seeking dedicated individuals to join our team. The division is responsible for the maintenance operations/upgrades across NHB across NHB and ensures that NHB’s museums, heritage institutions and conservation centre facilities are kept in good operating condition. The division executes safety and security measures, administers lease agreements, implements environmental sustainability practices, conducts emergency planning and responds to crisis incidents. What you will be working on

  • Manage the manpower provided by the facilities vendor
  • Oversee and ensure timely repairs and proper functioning of capital assets, prevent breakdown of M&E equipment, Building Management Systems, Lifts and escalators, fire systems and enable premises to operate smoothly without disruptions.
  • Responsible for the management of integrated facilities management services, co-ordinate VIP visits, events and logistics within the museum facility.
  • Assist to implement digital and smart FM technologies to enhance and optimise EM operations for improved productivity, efficiency and environmental sustainability.
  • Monitor and ensure compliance with regulatory standards, guidelines and procedures at the whole-of-government (WOG) level, including alignment with Singapore Green Gov targets.
  • Review performance indicators to identify potential problems/challenges using data analytics or data visualization tools and recommend possible opportunities and solutions to enhance building operation and customer satisfaction.
  • Manage internal and external stakeholders, ensure quality service is maintained by enforcing user service standards, analyse data and recommend system improvements.
  • Work with Work Safety and Health managers in the planning and drawing up of fire evacuation plan, organize and evaluate fire drills as required by the Fire Safety Authority.
  • Conduct inspections, ensure best practices are followed and supervise the work of contractors and perform periodic audit on service partners.
  • Draft documents to invite tenders for contractors, manage budget and cost effectiveness of operations.
  • Conduct monthly Estate Management Review with service partners/vendors to monitor and demonstrate achievement of agreed service levels and to lead on improvement.
  • Respond appropriately to emergencies or solve urgent issues that arise within museum premises in relation to both soft and hard estate management.
  • Verify and raise PRs for all purchases and ITQ. Verify and certify all claims and invoices.
  • Oversee and monitor the progress of the upgrading and minor improvement works, to ensure projects are completed on time and within budget.
  • Drive sustainability practices, implement initiatives under the SG Green Plan / Sustainability Programmes, including tracking and submission of data to Ministries.

What we are looking for

  • Background in Building, Engineering, Facilities Management or equivalent. 
  • Preferably minimum 5 years of related working experience.
  • Meticulous, organised, and able to read Autocad drawings.
  • Able to multi-task, work under pressure and a good team player.
  • Familiar with IFM, construction regulations and government procurement policies.
  • Good knowledge of contracts administration.
  • Excellent interpersonal and communication skills.
  • Candidates who are certified FSM, GMAP, GMAAP or SCEM will have an added advantage.
