As Senior Manager or Manager (Grant and Reserve Management) of the Communicable Diseases Agency (CDA) set up by the Ministry of Health (MOH), you will support Deputy Director (Financial Resource Management) in the setting up and management of the grant and reserves management function of the agency.
The CDA is a new government agency that is established by the Ministry of Health (MOH) to oversee Singapore’s communicable disease preparedness, prevention and control, surveillance, risk assessment and outbreak response. It will consolidate and build on the public health functions under MOH, the National Centre for Infectious Diseases, and the Health Promotion Board.
You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.

What the role is
What you will be working on
Your key responsibilities include the following:
• Set up and implement CDA’s grants and reserves management policies, processes and approving authorities
• Work with key stakeholders for the initiation of new grant schemes and the renewal of existing grant schemes
• Work with key stakeholders on the design and administration of the grant schemes under CDA for the purpose of grant administration and to ensure proper governance
• Work with key stakeholders to ensure grants received are utilised in accordance with the grantors’ frameworks and funding agreements and that there is proper and timely monitoring and reporting
• Manage CDA’s treasury function
What we are looking for
• Minimum Tertiary qualification in recognised discipline preferably in Accountancy or Business and/or is a Chartered Accountant/Certified Public Accountant
• At least 2 years of relevant experience in grant and/or reserves management in the public sector
• Familiar with prevailing Statutory Board Financial Reporting Standards, Finance Government Instruction Manuals as well as best practices in financial governance and control
• Strong analytical, critical thinking and problem-solving skills
• Effective stakeholder management, communication, and interpersonal skills to co-create solutions
• Good team player
• Independent and self-driven with the ability to multi-task in a dynamic and fast-paced environment
• Effective writing and presentation skills with a good command of English are preferred
