What the role is
What you will be working on
The selected candidate will manage a spectrum of policies and programmes in the learning and development, and career development portfolio. This includes conceptualization and implementation of necessary frameworks to build up officers’ capabilities in a timely manner, to foster organisational excellence and meet organisational goals.
a) Design the approach and methodology used to analyse learning needs, and assess organisational capabilities.
b) Customise learning and development strategies using various tech tools to maximise the effectiveness of learning and development initiatives.
c) Design and recommend methods of data collection to evaluate the effectiveness of learning and development initiatives.
d) Review and evaluate the effectiveness of learning and development initiatives, and make recommendations for continuous improvement.
e) Manage training administration and budget.
f) Lead the implementation of a range of career development programmes to support employees’ career development aspirations and growth in the organisation.
g) Use data and analytics to generate insights for forward planning.
What we are looking for
Work Experience and Knowledge
1. At least 5 years of relevant experience in Capability Building / Training and Career Development.

Have demonstrated the following HR competencies:
1. Learning & Development:
a. The ability to identify learning needs and create/curate meaningful interventions and strategies that are aligned to organisational needs to develop a capable workforce. This might involve competency modelling, learning and development planning, learning needs analysis, and learning effectiveness evaluation.
2. Career Development:
a. The ability to develop and implement career development strategies and programmes (re-skilling, transfers, exits and re-employments etc) with the aim of i) helping employees build meaningful careers as they journey within and beyond the Public Service, and ii) building workforce capabilities to achieve current and long-term organisational goals.
3. Tech Excellence:
a. The ability to leverage technology and digital tools as core enablers to optimise and enhance HR functions, to create a high-performing future ready organisation. This includes fostering a tech-focused and ‘digital-by-default’ culture.
