Appoint and Supervise Team of Professional Consultants and Contractors in the planning, design, implementation and post-implementation of Community Centres/Clubs, and other PA facilities.
• Work with Professional Consultants within the constraints of scope, quality, time and cost and working within established project policies and guidelines, to contribute towards the overall project effort.
• Plan and build modern, functional, quality, safe and well-designed community centres/clubs, and other PA facilities.
• Manages expectations of Grassroots Advisers, grassroots leaders and various stakeholders within project policies and achieving overall project objectives.
• Work with consultants, relevant authorities, users, stakeholders and grassroots leaders on designs and tenders.
• Engages with stakeholders and co-location partner agencies and develop the users requirements for projects.
• Reviews plans and tender documents to meet the basic and functional requirements. Calls tenders and quotations for projects where necessary.
• Attends meetings with the RCs, BFC/CCMCs, consultants and project site meetings.
• Maintains work schedules and reports on work progress periodically.
• Controls project cost and the construction schedules and ensure timely completion and within budget and finalization of programme/project accounts.
• Checks/certified progress payments certified by consultants.
• Provides cash flow projections for seeking release of funds from agencies and co-users for RCs and integrated CCs projects.
• Updates Management, Building Fund Committee/RC and co-location partners on project costs and status.
• Prepare and submit DPIP(s) as part of fixed assets capitalization for RCs, CCs, and other PA development projects.
• Lead the Defects Management process upon project completion and handing over.
• Ensure compliance with Government procurement and financial procedures and PA’s policies/procedures.
Education
Minimum - Professional Qualification in Architectural, Building, Construction Management, Project Management, Quantity Surveying or other Building related disciplines
Experience
Minimum - Two years of relevant experience in managing building projects
Desired - Three years of relevant experience in managing
building projects
Others
• Basic computer skills, able to read and understand building and M&E drawings/plans
• Knowledge in contracts management/administration
• Must have strong organisational, conceptualisation, communication and inter-personal skills.
• Able to work independently with good time management and able to multi-task.
