What the role is

You will be responsible for formulating and implementing policies to improve the retirement adequacy of Singaporeans through the CPF (Central Provident Fund) system, which includes exercising the Ministry’s oversight of the CPF Board.

What you will be working on

• Drive and organize the national retirement adequacy agenda, which includes policy development and reviews in the following areas: i) Retirement adequacy goals ii) CPF contribution rates iii) Collection and withdrawal of CPF savings iv) Schemes to grow CPF savings v) Retirement payouts through CPF LIFE • Partner with MOF, MND and MOH and other stakeholders to balance the use of CPF for retirement, housing and healthcare needs. • Oversee the smooth implementation of CPF policies to achieve the policy intent and ensure that the right messages are publicly communicated. • Engage decision-makers and key stakeholders to maintain a strong national narrative on the importance of retirement adequacy. • Consult industry unions and the public in the course of policy development and implementation. • Proactively engage in public communications through media platforms and third-party multipliers to promote awareness and understanding of CPF policies. • Maintain oversight of how policies are executed through the CPF system, and ensure that the legal, financial and reputational risks to the Government are properly managed.

What we are looking for

• At least 15 years of experience, preferably in policy-related work in the public sector with supervisory experience • Be meticulous, precise and organised • Good political and financial acumen and possess understanding of financial instruments • Strong analytical and communication skills • Able to build good rapport with various partners and stakeholders and discuss issues with confidence directly and independently with Minister and other top management on a regular basis
