What you will be working on

[Specific Job Responsibilities] Reporting to the Assistant Director, you will: • Formulate policies and solutions pertaining to compensation, organisational design, organisational structure planning and job grading/evaluation for the Singapore Civil Service. This involves reviewing and analysing internal practices to understand the needs and challenges across the Civil Service; and developing deep expertise and specialist knowledge in (a) formulating performance and market-based rewards framework and compensation packages and (b) organisational design, organisational structure planning, job grading/evaluation methodologies. • Study best practices in the private and public sector in reviewing how Public Service compensation policies can evolve to meet future needs. • Identify and evaluate competitive threats, labour and market trends, and anticipating future challenges in the area of total rewards. • Provide consulting services and guidance to the Ministries and Business Partners in total rewards strategy and solutions. • Work with the PSD Data Office and HR systems teams to define the various data products and data needed to support timely analytics in the area of compensation policy; and with the Human Resource Leaders to ensure that the analysis meets their needs.

[Competencies] An ideal candidate should possess the following: • [Analytics and Sensitivity to Numbers/Data Processing] Comfortable with quantitative analysis, particularly in Excel. Ability to extract and distil complex analysis into key decision points for senior stakeholders. • [Thinking Clearly and Making Sound Judgements] Curiosity about problems, the drive to follow analyses to their logical conclusion, and the resourcefulness to navigate the prevailing policy context to design and implement effective and timely solutions. Ability to understand historical precedent in context, determine applicability to current scenarios, and triangulate against current best practice to design effective and timely solutions. • [Working Effectively with Stakeholders] Ability to communicate complex issues and policy solutions to public officers. Possess strong writing and verbal communication skills. Willingness and drive to effectively engage a range of stakeholders to ensure that policy is successfully implemented. • [HR Policy] Ability to advise and take the lead on holistic HR policy reviews involving interrelated HR policies and processes, while considering potential implementation issues. Appreciation of the dynamism between different areas of HR policies and how they interrelate as an ecosystem. • [Compensation] Knowledge and appreciation of compensation principles and practices to lead the reviews of compensation programmes and initiatives. Experience in salary benchmarking, salary structure and incentives design will be beneficial. • [Organisation Design]: Ability to design and conduct organisational diagnosis and strategic visioning with stakeholders to assess and analyse current state and needs. Ability to integrate different job grades to develop the proposed organisation structure. [Work Experience] • At least 2 years of experience in policy development or HR work, preferably in the related areas of compensation and job grading/evaluation, as well as organisational design and organisational structure planning. • Familiarity and experience with data processes would be advantageous. This entails understanding best practices, engaging stakeholders to co-create a portfolio of standard and customised data products, and working with systems and processes to ensure that data is captured and analysed in a way that is useful to stakeholders. [Personal Traits] • Meticulous with an eye for detail. • Self-starter who is able to work independently and work well under pressure. Applicants will typically be notified on whether they are shortlisted or not within 4 weeks of the closing date of the job posting. Successful candidates will be appointed on a 2-year contract in the first instance.
