The Strategy and Master Planning (SMP) Division within MSF’s Sector Strategy and Development Directorate develops the MSF sector master plan by reviewing the landscape of MSF services, planning the envisioned longer-term structure of services and providers, as well as developing key strategies to enable the sustainable delivery of services.

What the role is
What you will be working on
The job holder will work with MSF divisions, the National Council of Social Service (NCSS), and other agencies to formulate and develop a medium to longer-term plan of how MSF’s key services should evolve to better address social needs. This includes strengthening the way MSF services and our network of providers are organised, and the strategies to support sustainable and effective delivery of services.
Specifically, he/she will be part of a team that:
• Oversees the master planning process in MSF and works with MSF divisions to identify key trends, projections and key longer-term shifts to strengthen the organisation of services and ensure more sustainable and effective delivery of services.
• Develops a sector master plan that outlines the envisaged sector and service structure
• Works with divisions on their major sub-sector reviews of services to ensure alignment to the sector master plan, including how best to organise providers for more coordinated and integrated delivery of social services
• Develop the approach and strategies to implement the sector master plan, including how providers are to be organised and the key enablers involved
• Works with divisions to plan engagements with the sector and resourcing requirements to enable the implementation of the master plan.
What we are looking for
• Past experience working in the social service or related sector, or in a policy role is an advantage
• Excellent stakeholder management skills with an ability to communicate, rally together and work effectively with multiple internal and external stakeholders
• Strong interest in social issues
• Good analytical, written and communication skills
• Able to take responsibility for projects and work independently
