What the role is
What you will be working on
You will be part of the Treasury team within LTA’s Corporate Finance (CF) Division. This position offers a comprehensive experience in corporate treasury, allowing you to develop your financial expertise while contributing to the development of Singapore’s transport ecosystem. You may be progressively exposed to different treasury functions such as bond issuances, foreign exchange hedging, investment operations and cash management.

The key responsibilities of the different treasury functions include but are not limited to:
1) Bond Issuance and Operations:
• Manage end-to-end bond issuance process, including issuance document preparation, dealer appointment, pricing, and execution
• Oversee post-issuance reporting and compliance
• Facilitate bond-related payments and annual statutory audit schedules
• Prepare reports / presentations on LTA’s bond issuance strategy and outcomes
2) Foreign Exchange (FX) Hedging:
• Development of FX Hedging strategies
• Support FX transaction execution and record-keeping
• Review utilisation of FX forward contracts for foreign currency payments
• Prepare reports on hedging activities and performance
3) Investment:
• Prepare performance reports for LTA’s investment portfolios
• Conduct performance review and monitor compliance with investment guidelines of external fund managers
• Conduct reconciliation of custodian reports Assist in managing relationships with external fund managers and custodian
4) Cash Management:
• Support daily cash flow monitoring and forecasting, including RPA bot (Python-based) maintenance and improvements
• Assist in managing liquidity risk to ensure sufficiency of cash
• Prepare and analyse cash reports and bank reconciliations
• Liaise with various divisions to optimise cash utilisation

What we are looking for
• Bachelor's Degree in Accountancy, Business, Finance, Economics, or other relevant discipline
• At least 4 years of relevant working experience
• Strong analytical and problem-solving skills, excellent writing, communication, and interpersonal skills
• Proficient in minimally Microsoft Excel, PowerPoint, Word. Experience with enterprise systems (e.g., SAP) is advantageous
• Keen interest and/or experience with adopting tools to automate, digitise, or improve processes
• Good knowledge of public sector finance policies and procedures is advantageous
• Ability to work independently and adhere to timelines
• At least 4 years of relevant working experience
