What the role is

The role involves championing and guiding departments with their procurement transactions. This includes managing the department’s stakeholders and undertaking early and close partnership of the end-to-end procurement process from approval of requirement to contract management. In addition, the job holder is required to undertake industry research and work improvement projects and initiatives to strengthen procurement professionalism and risk governance.

What you will be working on

• Lead department users in Procurement with end-to-end solutions based on industry best practice, established guidelines and procedures. • Develop, re-imagine and automate on procurement approaches, work processes to improve overall efficiency of Procurement functions. • Ensure that the departments under her/his charge administer all procurement processes and procedures in accordance with the Instruction Manual on Procurement. • Work closely as a strategic business partner with project teams to prepare the necessary documents, provide guidance for the evaluation process and partner contract owners to monitor awarded vendor and contract performance. • Partner departments for holistic solutioning, including adopting and adapting to new technologies such as data analytics, artificial intelligence, etc. • Equip with effective stakeholder engagement, data-mining and strategic thinking skills, in addition to Procurement proficiency. • Any other tasks assigned by supervisor.

What we are looking for

• At least 3 years of relevant applied public sector procurement experience. • Tertiary qualifications in Engineering, Supply-chain or Business preferred. • Possess industry knowledge and relevant experience in handling complex purchasing. • Understanding of IM on Procurement and GeBIZ would be an advantage. • Able to handle end users professionally, work independently and be efficient with a strong customer service mindset and sense of urgency. • Strong analytical and problem-solving skills and the ability to multi-task to meet tight deadlines. • Possess an inquisitive mind, able to connect patterns, meticulous with deft mental agility and a good team player. • Excellent written, communication, presentation and IT skills are essential.
