What the role is

The Deputy Director, Community and Partnerships for Learning leads a team in planning, strategizing, identifying and implementing learning provisions such as courses via analysis of sector needs and supply, leading to partnership work, collaborations, client leads as well as marketing to promote uptake. The overall mandate is to improve the capability and capacity of social service professionals in serving the needs of the sector, while keeping SSI continually relevant and responsive.

You will seek out and work closely with external stakeholders on three fronts:
- Government bodies (e.g. Ministries, SkillsFuture Singapore)
- Social Service Agencies – to find suitable partners, and to promote SSI’s learning provisions
- Training Providers – to find suitable partners to fill the training needs of the sector

You will also work closely with the following internal stakeholders:
- SSI’s Learning and Professional Development team - to align development of new learning provisions, based on sector training needs and supply data
- SSI’s Programme and Learning Services team – to guide operations for launching of courses
- SSI’s Quality Assurance and Evaluation team – to review learner and organisational feedback to ensure high-quality collaborations and partnerships
- NCSS Divisions – to support capability development initiatives in areas such as digitalisation, people practice and volunteer management

What you will be working on

• Develop partnership strategy for SSI to meet existing and emerging training needs of social service professionals (SSPs)
• Develop and maintain Analysis framework (based on the ADDIE model) for SSI, ensuring its learning provisions are relevant
• Business development and marketing efforts of SSI’s courses
• Stakeholder management, community outreach and working across teams, within NCSS, across MSF and the sector at large, and with other training providers
• Lead and guide a team of 8 to 9 staff across different functions such as business development, account servicing, contracting, social learning, data analytics and marketing
• Plan, manage and monitor manpower resources, project timelines and budget utilisation for the team
• Report team progress and KPIs at SSI management meetings every quarter

• SSI product knowledge

Experience:
• Possesses social service sector knowledge and/or experience
• Extensive networks in the social service and/or training spaces
• Has prior experience in or familiarity with CET landscape
• Managed a large team well for at least 5 years

Special Certification(s)
Advanced Certificate in Learning and Performance will be a bonus
