We do so by ensuring that our leadership development (LD) approaches are fit-for-purpose. This includes how we identify, develop, and engage senior public service leaders as well as emerging leaders on the central leadership programmes (i.e. the Administrative Service and Public Service Leadership Programme). We do so in close partnership with our training partner, the Civil Service College as well as the HR community and leaders across the Public Service.

What the role is
What you will be working on
Specifically, you will play an important role in formulating and executing performance management strategies for public sector leaders in a key talent group and ensure fair and rigorous appraisal, ranking and promotion processes for the talent group. This includes the following roles:
• Develop, manage and implement new policies (strategic and operational) as well as review existing policies and frameworks relating to performance management for officers in the key talent group.
• Drive the management and ensure smooth conduct of the various appraisal processes for the talent group. This includes overseeing data preparation and system operation and management.
• Oversee the resolutions of system related issues in the Human Resource and Payroll System to ensure it is completed accurately and within established service guidelines.
• Ensure fair application of policies and strategies in the performance management of talent. Able to apply deep knowledge of and understanding of the complex Civil Service policies and guidelines and exercise appropriate maturity to evaluate recommendations received and propose recommendations and solutions.
• Design and implement new performance management processes and suitable tools on performance management.
• Engage Ministry HR and talent where necessary in the implementation of the frameworks and policies on performance management.
• Ensure smooth implementation on centralised performance related payments and benefits for the talent group.
• Provide secretariat support to the Special Personnel Board.
• Keep abreast of developments within and outside the Public Service on appraisal and performance management, and review policies and approaches where necessary.

You should be in touch with industry best practices and open to new ideas or approaches to work, so as to translate them into actionable follow up.
• [Performance Management] Able to review and recommend changes in the performance management policies and processes and ensure effective implementation of performance management frameworks/ initiatives.
• [Working Effectively with Citizens and Stakeholders] Able to plan and operate independently and engage stakeholders such as Ministry HR and talent at senior levels to understand their needs and seek their buy-in to initiatives. You should also possess strong communication (written and verbal), presentation and interpersonal skills to engage a wide spectrum of internal and external stakeholders.
• [Improving and Innovating Continuously, Keep Learning and Putting Skills into Action] You take initiative to learn new skills to improve work processes and service delivery, apply and share your learning with colleagues. You also proactively keep up with, and apply new knowledge in your work domain.
• Knowledge of succession planning, performance management, compensation and benefits and HR systems will be advantageous.
• At least 2 years of working experience in the field of HR management in the Public Service will be advantageous.
