What the role is

You will report to the Ag Deputy Director (Finance & Procurement) in the Corporate Services Group. In this role, you will be responsible for overseeing annual budget planning, accounting and reporting for Fixed Assets, including Right-of-Use Assets, support grant administration and grant claim to MOH and other funding agencies.

Budget Planning and Management

  • Oversee the annual budget exercise by ensuring timely setup of the Budget Planning System with first cut budget to be ready before release of the system to business units for budget planning exercise.
  • Assist in the budget review and preparation of budget slides and paper for approval by EXCO, Audit and Risk Committee and HSA Board
  • Oversee budget management in Workday system to ensure that expenses are within the approved budgets

Funding and Grant Management

  • Support the business units on funding requirements and preparation of funding submissions.
  • Prepare and submit operating and development grant claims on timely basis.
  • Prepare grant schedule to ensure that grants are accounted accurately
  • Arrange and liaise with auditors for annual grant audits

Fixed Assets and Development Projects Management

  • Oversee proper accounting and reporting for Fixed Assets, Leases and Right-of-Use Assets, ensuring that transactions are properly recorded to align with reporting needs, and are in accordance to SB-FRS
  • Review and provide inputs to Internal Approving Authority (IAA) papers put up by Professional Groups for CAPEX purchase
  • Review Fixed Assets movement and Lease Schedules
  • Prepare and submit annual expected dividend return
  • Prepare board paper and resolution for payment of divide
  • Any other work-related adhoc duties

Job Requirements

  • Background in Accountancy (or ACCA equivalent), with relevant working experience
  • Experience with Workday and familiar with MOF’s Capital Management Framework is an added advantage
  • Knowledge in Microsoft Office softwares is essential, with at least intermediate knowledge of MS Excel.
  • Be meticulous with a good eye for details, and strong analytical skills
  • Committed and strong team player, but also able to work independently in a fast-paced environment, handling numerous grant programmes
  • Strong interpersonal skills, as well as strong verbal and written communication skills
  • Able to work within tight deadlines
