What the role is

The Accountant-General’s Department (AGD) plays an important role in making Singapore a better place through Finance. At AGD, we aim to be a future-ready leader in transforming Public Sector finance by putting finance at the heart of our decision-making. We do this through building a strong foundation in providing robust financial systems and processes that serve key stakeholders including our pensioners, vendors and the public sector. Our team of accounting professionals work at AGD and are deployed to the public agencies to deliver a wide range of financial and accounting-related services to the Public Service. Together we play a critical role in helping the Government achieve its fiscal and economic objectives through sound stewardship and governance. The candidate will take on the role of Cluster Lead within AGD – Finance Transformation team as part of Project Cumulus (Infra), overseeing the commissioning of a new central Finance system for 4 Infra-heavy statutory boards.

What you will be working on

The candidate will: • Lead and manage the team members under the assigned cluster as the Cluster Lead • Support the development and execution of Cumulus Infra) Project including activities such as tender, project implementation, and project maintenance • Collaborate with cross-functional and cross-agency teams to facilitate the tender preparation, implementation of the new finance system, including system configuration, User Acceptance Testing (UAT) and go-live deployment • Liaise with product principals and system implementers to conduct system demos, assess product fit-gap, and identify workarounds and limitations, ensuring the system meets the project's functional requirements • Assist in change management activities to ensure the smooth adoption of new processes and systems, providing support to end-users and stakeholders throughout the transition • Develop functional competencies in Finance business process design and principles in compliance with policies, business, and statutory requirements • Prepare and maintain comprehensive documentation related to finance processes, systems, and project activities • Develop Ops-Tech competencies through hands-on opportunities to perform system configurations in the new central finance system

What we are looking for

Functional/Technical Competencies: • Interest in Ops-Tech • Tertiary qualifications in Accounting, Business, Finance, or related fields • CA Singapore certification is preferred • Proven experience in leading finance transformation initiatives within large-scale infrastructure projects or similar complex environments • Strong understanding of financial systems, processes, and best practices, with a focus on driving efficiency and value creation Generic Competencies: • Good leadership, communication, presentation and stakeholder management skills, with the ability to influence and drive change • Strong analytical and problem-solving skills • Time management skills to multi-task and prioritize key deliverables • Ability to put forth proposals and recommendations for management decision-making • Ability to be agile and navigate ambiguity • Familiarity with infrastructure-related business requirements will be advantageous You will be notified whether you have been shortlisted within 4 weeks from the closing date of this job posting.
