What the role is

The Civil Aviation Authority of Singapore’s raison d’etre is to develop the air hub and aviation industry in Singapore, expanding Singapore’s links to the rest of the world. We enable opportunities through aviation, making connections, opening doors and enabling choices in people’s lives.

Responsibilities

You will be a member of the Manpower Development & Outreach Section in the Aviation Industry Division - a team whose responsibility is to attract, develop and retain talents for the aviation industry, strengthen the spirit of tripartism for a strong and resilient OneAviation workforce, so as to support a vibrant and sustainable aviation hub in Singapore.

What you will be working on

The role is an Operations-Policy role, where a well-rounded individual is sought to drive a variety of events and engagements with unions, workers and senior management, as well as be able to translate insights obtained through such engagements into industry and union partnerships, and manpower policy.

You will engage closely with NTUC and the Aerospace and Aviation Cluster of Unions’ leaders, and industry employers to understand manpower challenges and devise solutions to manage and mitigate these challenges. You will arrange key engagement events for CAAS and MOT senior management to engage with NTUC and union leaders, to share plans and policies and co-create new ideas and solutions to support the OneAviation workforce. You will leverage the insights obtained through these engagements to develop partnerships and collaborations with NTUC, e2i and other partners to support community-building and the welfare and upgrading of aviation workers.

You will develop insights and policies based on data and intelligence gathered on manpower challenges and future industry requirements. These policies will cover efforts to create quality jobs for Singaporeans and sustain a strong Singaporean core in the workforce. You will work with relevant government agencies to build up a strong pipeline of workers to support industry growth and development, which could involve issues pertaining to foreign worker policy, sector wage competitiveness and school outreach and careers promotion.

You will also work as part of the team to support efforts to raise awareness and promotion of aviation careers, including through working with Institutes of Higher Learning to develop or expand aviation training courses/programmes, youth outreach programmes, career fairs etc.

Please note that this job is not a corporate HR function.

What we are looking for

Requirements
• Trained in communications, economics, or business disciplines with at least 2 years of related working experience in industrial relations, workforce development or industry development.
• Strong conceptual and analytical skills to develop and execute workforce transformation programmes.
• Self-motivated, driven, resourceful, a good team player and able to multi-task.
• Detailed and meticulous, and a proficient writer
• Excellent verbal communication and interpersonal skills to persuade and build consensus among stakeholders.

Your appointment designation will be commensurate with your experience. Successful candidates will be offered a 3-year contract in the first instance, and may be considered for placement on a permanent tenure in subsequent renewal.
