The CDA is a new government agency that is being established by the Ministry of Health (MOH) to oversee Singapore’s communicable disease preparedness, prevention and control, surveillance, risk assessment and outbreak response. The CDA PO’s role is to plan and execute the setup of the CDA, which will consolidate and build on the public health functions under MOH, the National Centre for Infectious Diseases, and the Health Promotion Board.
Deputy Director (Data Governance) is responsible for establishing and managing the data governance framework(s) for the Communicable Diseases Agency (CDA), to ensure data integrity, compliance with regulatory standards, and the secure and ethical use of data. He/she will work closely with internal and external stakeholders to drive data strategy, quality, and protection across the agency.

What the role is
What you will be working on
• Lead the formulation and implementation of data governance policies, frameworks and processes on the management, access and use of data .
• Oversee the compliance to data governance laws and regulations in data management practices, while also providing expert guidance to the organisation on data governance matters
• Oversee data quality frameworks that ensure accurate, timely, and accessible data. Work with cross-functional teams to improve data quality metrics across the agency.
• Identify and mitigate risks related to data security, integrity, and misuse. Implement audit trails and compliance checks for all critical data sets.
• Oversee training programmes on data policies and principles to build capabilities on best data practices across the agency
You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.
What we are looking for
• Minimum tertiary qualifications from recognised discipline preferably in in data science, Information Management, or a related field.
• Minimum of 8-10 years of experience in data governance, data management, or related fields, preferably with experience in public sector and/or healthcare setting.
• Strong understanding of data governance policies and their applications in the public sector and/or healthcare setting.
• Strong analytical and critical thinking abilities to support the crafting of sound policy recommendations, with the capacity to identify and mitigate data-related risks.
• Excellent leadership and organizational skills
• Exceptional interpersonal and communication (written and verbal) skills.
• Proven track record to drive cultural change and promote a data governance mindset within the organisation
• Ability to work effectively in a team and in collaboration with internal and external stakeholders.
• Committed to their work with a proactive and resilient attitude.
