Deputy Director (Transformation)

MINDEF

Permanent

Closing on 24 Nov 2024

What the role is

You support and work closely with MINDEF senior leadership to envision and articulate the overall strategic outcomes for MINDEF transformation.

What you will be working on

You are responsible for developing, integrating and driving MINDEF's strategy to achieve its transformation deliverables. You lead the MINDEF Transformation team to ensure concerted and coherent action plans, energise the wider MINDEF Transformation community to encourage ground-up change, while forging strong relationships with an extensive spectrum of stakeholder groups (within MINDEF Defence Groups, SAF and Whole-of-Government). Your challenge lies in navigating organisational complexities to drive MINDEF's transformation agenda. This involves understanding diverse stakeholder needs, aligning them with overarching goals, and sustaining momentum for long-term, evolving transformation efforts. You must also define clear milestones and deliverables in an unstructured and constantly evolving environment.

What we are looking for

You must have a tertiary qualification with at least 10 years' work experience in a policy, plans, transformation or innovation role. You must have strong analytical abilities, quick thinking, and an innovative mindset. Your role requires comfort in working without precise precedent, coping with flexibility and uncertainty, and applying a practical solutioning approach. Understanding individual and organisational behaviour is crucial, as is an innate drive for constant improvement. Possession of strong stakeholder and senior management engagement skills is essential. You must have a positive approach to collaboration and excellent negotiation, persuasion, and facilitation skills. While Organisational Development-related knowledge (e.g., ADKAR framework for change management) is beneficial, it is not a pre-requisite and can be acquired on the job. Only shortlisted candidates will be notified.

About MINDEF

The mission of MINDEF and the Singapore Armed Forces is to enhance Singapore's peace and security through deterrence and diplomacy, and should these fail, to secure a swift and decisive victory over the aggressor. The Defence Executive Officer (DXO) scheme is the non-uniformed career scheme of MINDEF that offers myriad opportunities in various job functions, such as corporate communications, cyber security, data analytics and visualisation, defence policy, finance, HR, psychology, and more. Embodying the same level of commitment towards defence, DXOs work together with their military counterparts to contribute to MINDEF/SAF’s mission and ensure Singapore's security and stability. United by this common cause, our lines of defence complement each other to secure the prosperity and progress of our nation.
