The CDA is a new government agency that is being established by the Ministry of Health (MOH) to oversee Singapore’s communicable disease preparedness, prevention and control, surveillance, risk assessment and outbreak response. It will consolidate and build on the public health functions under MOH, the National Centre for Infectious Diseases, and the Health Promotion Board.
As Senior Manager / Manager, Organisational Development in Strategic Planning Division (SPD), you will support Head SPD and Deputy Head OD in the development of our organisational development and change management strategies; and implement the strategy to achieve its mission and outcomes. He / She will support the management and divisions in building a positive culture, strong teams and actualising the CDA values. This position will help drive organisational effectiveness and help align human capital strategies with the CDA’s strategic objectives. You will play a critical role in supporting the shaping of the agency's capacity to effectively respond to communicable disease challenges, contributing to the overall public health resilience of Singapore.
You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.

• Support the development and implementation of comprehensive organisational development strategies aligned with the CDA's mission, vision, and strategic objectives.
• Identify opportunities for organisational improvement, change, and transformation to enhance the agency's agility and resilience in responding to communicable disease threats.
• Develop and execute change management strategies to support and facilitate smooth transitions during organisational changes, minimising disruptions to operations
• Collaborate with cross-functional teams to drive transformational change efforts, ensuring alignment with best practices and industry standards.
• Foster a positive organisational culture that promotes collaboration, innovation, and a strong sense of purpose in addressing communicable disease issues.
• Develop and implement strategies to enhance employee engagement, well-being, and satisfaction, contributing to a supportive and inclusive work environment.
• Conduct and analyse regular employee surveys and implement action plans based on feedback.
• Contribute to the agency's strategic planning process, ensuring alignment of organisational development initiatives with overall strategic objectives
What we are looking for
• A bachelor's degree in organisational development, human resources, public health, business administration, or a related field.
• 3-5 years of experience in organisational development, change management, and employee engagement initiatives within the public sector.
• Understanding of public health systems, communicable disease management, and the landscape in Singapore preferred.
• Demonstrated strategic planning skills, with the ability to drive organisational change and transformation.
• Demonstrated experience in leading cross-functional teams.
• Proficiency in strategic planning tools and methodologies.
