The CDA is a new government agency that is being established by the Ministry of Health (MOH) to oversee Singapore’s communicable disease preparedness, prevention and control, surveillance, risk assessment and outbreak response. It will consolidate and build on the public health functions under MOH, the National Centre for Infectious Diseases, and the Health Promotion Board.
As Senior Manager / Manager, Enterprise Risk Management (ERM) in Strategic Planning Division (SPD), you will support Head and Deputy Head SPD in the development of our ERM strategies; and implement the strategy to achieve its mission and outcomes. He/ She will support the management and divisions in identifying the key risks and prioritising the risks to be immediately addressed. You will play a critical role in shaping the agency's capacity to effectively respond to communicable disease challenges, contributing to the overall public health resilience of Singapore.

What the role is
What you will be working on
• Support the development and implementation of CDA’s risk management strategy and framework that is aligned with the agency’s overall mission, vision, and strategic objectives.
• Contribute to the identification, assessment, and prioritisation of risks across CDA.
• Conduct regular risk assessments and develop mitigation strategies for identified risks.
• Establish and maintain a risk reporting system to keep senior management and stakeholders informed. Develop key risk indicators (KRIs) and monitor them regularly
• Prepare and present risk reports to the management committee and board of directors
• Work with our Operations division on the development and maintenance of business continuity plans and incidence response plans to ensure the agency is prepared to respond effectively to potential disruptions and emergencies
• Ensure compliance with relevant risk management standards and regulations
• Collaborate with internal audit and compliance teams to strengthen the agency's risk management practices
• Foster a risk-aware culture throughout the agency through risk management training programmes for staff at all levels.
• Engage with internal and external stakeholders to understand their risk perspectives and concerns
• Contribute to the agency's strategic planning process, ensuring alignment of organisational development initiatives with overall strategic objectives
What we are looking for
• Tertiary education in Risk Management, Business Administration, Public Health, or related field
• Professional risk management certification (e.g., CRMA, CRISC) is highly desirable
• 3 to 5 years of experience in risk management
• Strong understanding of enterprise risk management frameworks and best practices
• Experience in public health or healthcare risk management is preferred
• Excellent analytical and problem-solving skills
• Strong communication and presentation skills
• Ability to influence and collaborate with stakeholders at all levels
• Experience in crisis management and business continuity planning
