The Communicable Diseases Agency (CDA) will be a new government agency that is being established by the Ministry of Health (MOH) to oversee Singapore’s communicable disease preparedness, prevention and control, surveillance, risk assessment and outbreak response.
As the Senior Manager/Manager (HR) of the interim Communicable Diseases Agency (iCDA) under the umbrella of the Ministry of Health (MOH), you will support the Human Resource Division in the establishment of the Communicable Diseases Agency (CDA) and assist with the development and management of HR activities for the transition to the Communicable Diseases Agency.

What the role is
What you will be working on
• Partner with divisional leadership to develop and implement effective HR policies and practices that support the strategic growth of the Division.
• Ensure effective and efficient delivery of HR services including recruitment, onboarding, offboarding of staff, payroll, compensation and benefits, as well as staff engagement.
• Co-design and implement HR strategies effectively to better attract, retain, develop, engage and motivate employees.
• Collaborate with the HR team and divisions to champion and accelerate a culture of excellence, where people feel engaged and inspired to deliver results.
• Participate in the implementation of the HR Information System (i.e. Workday) including Data Management and Reconciliation; User Testing; Change Management for the Cumulus System.
What we are looking for

• Minimum tertiary qualifications from recognised discipline
• At least 4-5 years of working experience in HR management.
• Prior experience in the public sector/agenices would be an advantage.
Job Requirements
• Strong knowledge of HR policies, practices, and employment laws.
• Ability to develop and align overall HR strategies and initiatives across different HR functions.
• Excellent communication and interpersonal skills, with the ability to build relationships and interact effectively with employees at all levels.
• Proficiency in HRIS (Human Resources Information System) and other HR software applications.
• Ability to work independently as well as collaboratively in a team environment.
Successful candidates will be offered a 2-year contract in the first instance
