What the role is
What you will be working on
Ensure that YRSG’s HR framework, policies and guidelines, relating to learning and development, recruitment and onboarding, as well as staff welfare and benefits are aligned with YRSG’s strategic priorities, and operationalised effectively and efficiently to build an agile, competent and future-ready workforce for YRSG to deliver its mandate.
Your duties and responsibilities include the following areas:
• Facilitate the learning and development of staff by identifying YRSG workforce’s learning needs, developing training workplans, administering training systems (e.g. LEARN app, HTLMS, etc) and implementing training interventions (including sponsorship) to facilitate officers’ development and building the required capabilities for current and future
• Develop and implement the competency framework, including updating the competency profile of YRSG jobs in HRP. Sustain training of YRSG officers on use of competencies to guide their development planning and conversation. Progressively adopt / implement use of competencies in HR processes.
• Develop and review HR framework, policies, and guidelines for functions under your purview to ensure alignment with prevailing strategic priorities and achievement of desired outcomes.
• Implement HR dashboard and apply analytics, new technologies and HR systems to develop insights and actionable recommendations to address developmental needs of YRSG officers, sustain a high-performing workforce in YRSG and enhance the effective delivery of HR services.
• Manage staff records in and outside of the HR and Payroll System (HRP), ensure proper and accurate documentation of staff records, report and follow up on data discrepancies and other issues identified in a timely manner, track and resolve issues reported effectively, as well as prepare and provide accurate inputs for HR statistics and surveys.
• Handle the full spectrum of onboarding and induction process for new officers to provide outstanding onboarding experience and facilitate smooth induction into the organisation.
• Handle and process staff welfare and benefits including but not limited to work injury compensation, medical & dental claims, gifts and grants, leave and welfare activities.
• Handle service awards including but not limited to long service award, retirement award and special appreciation award.
• Implement and apply analytics, new technologies and HR systems to develop insights and actionable recommendations to enhance YRSG’s manpower performance and enhance the effective delivery of HR information and services.
• Handle end to end recruitment & staffing matters including interview coordination, personnel records management, onboarding, contract management, exits, maintenance of P-files etc.
• Implement our talent attraction & outreach plans by developing recruitment branding collaterals, leverage on social media platforms to promote YRSG as an employer of choice, engage students by organising career fairs/career talks/internships/temp opportunities, enhance our career page as well as reach out to candidates via non-traditional channels.
• Track and submit HR budget and expenditure on relevant areas.
• Update SOPs and workflows on relevant sections of HR policies, Staff Handbook, Terms & Conditions of Service and HR information in the Intranet/Internet.
• Any other duties as assigned by supervisor or management.
What we are looking for
• Preferably at least 3 to 5 years of relevant HR experience.
• Prior experience in Public Service’s HR and Payroll system will be an added advantage.
• Strong critical thinking, problem solving and analytical skills.
• Committed to excellence, and possess drive, initiative, and openness to embrace and lead change to improve outcomes.
• Able to work well under pressure and with minimal supervision.
• Good time management skills.
• Team player with good interpersonal, oral, and written communication skills.
• Up to date on HR practices, market trends and legislations.
• Proven track record of success in similar role will be an advantage.
• The following will be an added advantage:
o iHRP or SHRI certification.
o Passion in serving the rehabilitation and aftercare sector.

As the lead agency championing Hope, Forgiveness, Acceptance and Second Chances for ex-offenders, we strive towards building a safer and more inclusive Singapore.
Beyond Second Chances
Without second chances, a released offender will leave the first physical prison and find himself entering into a second social prison. Therefore, it is not enough to give an offender a skill, we need to offer him a job that can lead to a long-term career. It is not enough to ask an offender to renounce his gang and past, his family needs to accept him back, and the community must be ready to reintegrate him. However, ex-offenders are not mere recipients of second chances. When successfully reintegrated, they can pay it forward and actively give back to the community too. As individuals, or collectively as a community. Individuals, organisations and employers do not just offer second chances when they can accept an ex-offender. In fact, their actions inspire others as well. Together, our collective effort can build a safer and more inclusive society.
