What you will be working on
• To handle the estate management of MFA HQ and other off-site properties managed by MFA with the help of the outsourced IFM.
• Supervise the implementation of systems and management of MFA HQ’s air quality, especially during haze period, SARS,MERS and other contagious disease outbreak.
• Ensure all stages of EM section’s projects and contract management comply with IM and MFA guidelines on finance, procurement and other governance requirements.
• Conduct budget forecast and exercise close tracking of fund utilisation as part of project management.
• For EM projects: Oversee the planning and implementation of regular maintenance of MFA, and other MFA-administered buildings, as well as related A&A and infrastructure upgrading projects at these locations from design inception to tender calling to execution, project management (*) and handling over of projects, including pre and post construction stage. This would entail coordinating with various parties, such as architects, consultants, contractors, to ensure the successful completion of projects, on time and within budget.
• For sustainability projects: Plan and implement sustainability projects to help MFA achieve Greengov.SG and Singapore Green Plan 2030 targets, including optimizing ( reducing) electricity and water usage.
(*) Project and contract management work: this includes producing detailed project execution plans, procuring goods and services, obtaining approvals from relevant authorities, supervising staff and vendors, conducting regular inspections and reviews to identify and mitigate risks and delays, processing payments in a timely and accurate manner, and ensuring proper records are maintained.
What we are looking for
• Self-driven and motivated individual with a degree in Construction Project Management, Engineering with specialization in mechanical and electrical, or related field.
• Apart from having professional certification in project management, workplace safety, fire safety, Greenmark, and other relevant courses, the individual should be conversant with BCA, URA and MOM regulations, environmental guidelines and safety standards in construction.
Skills and Competencies
• Excellent communication and interpersonal skills to effectively interact with staff and vendors
• Strong organisational, time management and multi-tasking skills to manage multiple tasks and deadlines
• Problem-solving and decision-making abilities to address issues that arise
• Strong supervisory experience, including leading inter-disciplinary teams
• Good writing skills
• Attention to detail
• Able to work independently and as part of a team.
• Experience in procurement of services is preferred
• Strong administrative skills preferred
• 8 to 10 years’ experience in project management pertaining to building work, including mechanical and electrical systems, in Singapore is essential. Strong proficiency in managing and implementing contracts.
