What the role is

As an Assistant Chief Properties Officer, you will plan and drive a range of building-related projects for MFA overseas properties. These projects include construction, upgrading, renovation, and maintenance. Your role ensures that projects meet operational requirements of end-users and regulatory standards of host countries, while being delivered within approved budgets and timelines in accordance with Singapore Government guidelines for overseas procurement.

What you will be working on

• Ensure compliance of MFA in-house policies and work processes for a range of building-related projects ranging from construction, upgrading, renovation and maintenance of MFA overseas properties • Analyse the end-users' operational requirements specific to each host country and formulate the design briefs and requirement specifications accordingly. • Establish master- and micro-timeline, budget estimate and cashflow projection for the projects in consultation with various stakeholders. • Seek approvals from relevant authorities in MFA and/or MOF/DPC for the overall project budget and its implementation. • Conduct procurement to appoint the principal consultants, project managers, main contractors, nominated sub-contractors and other specialist services required for the projects, adhering to Singapore Government guidelines for overseas procurement. This will include (but not limited to) the preparation of the procurement documents and evaluation/award recommendation reports in consultation with the various stakeholders (e.g. end-users, contract legal advisor, IT/security agencies, etc.). • Plan, drive and monitor the project implementation with the appointed project team and the various stakeholders to ensure completion within budget and time, and with acceptable quality of workmanship that is fit for the efficient and sustainable operations of the end-users in the host countries. • Review design proposals, cost estimates and life cycle to ensure safe, cost-effective, efficient, and sustainable designs are adopted. • Conduct overseas technical visits at critical milestones of projects to familiarise with end-users' specific operational requirements, inspect the progress of actual works, resolve on-site design/technical/operational issues with the outsourced project team in consultation with end-users and other stakeholders, etc. • Review the payment supporting documents submitted by the outsourced project team and advise end-users on the progress/final payments for various contracts. • Review as-built/completion documents submitted by the outsourced project team (in consultation with various stakeholder) and recommend whether it could be accepted for the maintenance phase of the buildings. • Advise end-users on the building maintenance regime upon completion of a new building or during the review of building maintenance regime of the current buildings. This will include periodic, cyclical, upgrading, sustainability (energy-savings) programmes for the buildings across its technical life spans. • Provide guidance on property- related matters and undertake additional duties as assigned by supervisors.

What we are looking for

• Self-driven and motivated individual with a degree in Architecture, Civil Engineering, Mechanical and Electrical Engineering or related field. • 8 to 10 years’ experience in the building construction industry. • Preference for candidates who have managed building construction/major upgrading projects for government institutions. • Technical knowledge and professional certification in the building construction and maintenance, with a willingness to upskill for overseas application. • Ability to travel overseas at short notice to attend to urgent property-related matters on-site. Skills and Competencies: • Creative flair in building design and strong design management capabilities. • Excellent presentation and writing skills to convey design intent and drive design solutions effectively. • Ability to work independently and collectively as a team. • Strong communication and interpersonal skills for interacting with stakeholders and project teams. • Strong organisational, time management and multi-tasking skills to manage multiple tasks and deadlines. • Adept problem-solving and decision-making skills. • Meticulous attention to detail for record-keeping and compliance. • Experience in government procurement of works and services (preferred). • 8 to 10 years’ experience in building construction industry is essential. You will be working in a fast-paced and highly volatile environment that would require the ability to manage multiple priorities and stakeholders at the same time.
