You will lead in the planning, tender calling of consultancy/construction contracts, design review and supervision of a team of consultants and contractors in MPA's building and infrastructure projects. The building works include the development of new buildings and renovation of existing buildings to support MPA's operation. The infrastructure projects include greening and solarisation of the MPA’s properties, development of new marine facilities and upgrading of existing marine facilities. You will be involved in the whole project work cycle from project planning, budgeting, drafting technical specifications, tender calling, evaluating tender submissions, tracking progress of projects, project management and managing project expenditures throughout the project duration until the project is finalised and completed. In your course of work, you will lead the engineering design consultants to carry out engineering design, cost estimation and preparation of tender document for calling, evaluation and award of contracts. After the award of tender, you will lead in the project management and the supervision of a team of consultants and contractors undertaking the construction management, contract management and site supervisory works.
The key responsibilities include:
1. Planning the overall project schedule and budgeting
2. Leading the team of consultants undertaking the design, construction management, contract administration and site supervisory works
3. Tracking and monitoring work progress, budgets and manage expenditures for the construction contracts.
4. Reporting of work progress of projects and work plans to management
5. Resolving technical matters and project issues on the building and infrastructure works.
6. Engaging with other Agencies in project related issues.
7. Exploring and implementing innovative tech solution in projects
Requirements
1. Degree in Engineering or related discipline
2. At least 3 years of experience in project management and engineering design for building construction and infrastructure projects will be an advantage
3. Working knowledge in BIM and in handling public projects
4. Well versed in the Public Sector Standard Conditions of Contract (PSSCOC) for construction works.
5. Good verbal and written communication skills.
6. Strong analytical and problem solving skills.
7. Good interpersonal and team management skills.
8. Experience in Greenmark (SLE) or Net Zero Energy projects will be an added advantage
