What you will be working on

You will be reporting to the Team Lead of Land Management Team, as part of Sport Infrastructure Group (SIG). Land Management plays a pivotal role in supporting the real estate needs to ensure the smooth running of sport facilities such as sport centres and national training centres (NTCs).   

In this role, you will

  • Manage the land / unit space lease of SportSG’s sport facilities and NTCs which involves the following:

    • Consult relevant government agencies (in co-ordination with other SIG’s divisions) on SportSG’s land-related matters such as land acquisitions, renewal of lease, tenancy agreement (TA), Temporary Occupation Licence (TOL), land returns, and other government projects.

    • Submit land applications to SLA and planning applications to URA.

    • Manage requests for use (temporary or otherwise) of SportSG land

    • Seek management approval for direct allocation and revenue contracting of new TA/TOL.

    • Execute the lease agreement / TA / TOL with the relevant authorities and/or tenants.

  • Administer the land / unit space lease of SportSG’s sports facilities and NTCs which involves the following:

    • Prepare and verify the documents for input into the system for monitoring of expenditure and revenue

    • Track and monitor the ad-hoc and/or recurring rentals and payments

    • Manage outstanding arrears by the tenants

    • Plan and conduct regular site inspections to ensure tenants comply with the terms and conditions indicated in the TA / TOL

    • Prepare reinstatement works for SportSG’s land to be returned to the State.

    • Procure external services eg legal services, GFA survey, cadastral survey, market rental valuation services, etc

    • Assist in the preparation of annual budget and year-end accrual

    • Attend to enquiries / feedback from the tenants and general public on land and tenancy matters

  • Ensure the smooth running of car parking facilities at SportSG’s car parks which includes the following:

    • Manage the car park contracts for all outsourced car parks

    • Conduct regular site inspections to ensure operators comply with contract requirements

    • Attend to enquiries / feedback on car park matters.

    • Liaise with relevant internal and external stakeholders (eg. Facilities Management and external Government agencies)

    • Assess booking request for the use of car parks for events

  • Oversee Land Management’s knowledge management which includes the following:

    • Review the existing policies, standard operating procedures (SOP)s for the operations processes related to land and unit space tenancy matters, and car park management matters

    • Ensure completeness in documentation and record keeping.

We are looking for self-motivated individuals who value integrity, teamwork and take pride in going the extra mile to provide excellent service to stakeholders and the community. This individual should be a sport advocate through living an active lifestyle and staying active. This team member will be someone capable of writing regular reports to management and comfortable walking the ground to understand stakeholders’ needs.

In addition, an ideal candidate should possess the following;

  • Bachelor Degree and/or Diploma in Building Services Engineering or Equivalent

  • Minimum of 3 years of related working experience in land and lease management in the public and/or private sector

  • Good planning and project management skills

  • Good communication skills – able to connect with both internal and external stakeholders.

  • Ability to work independently and able to think out-of-the-box

  • Highly motivated and ready to share knowledge / experience with team-mates

  • Able to work as a team and ready to take on additional work, if required. 

The level of offer will commensurate with applicants’ experience and track records. Successful candidates will be offered a 3-year contract in the first instance.
