What the role is
What you will be working on
The Device Sharing team in the Active Mobility Group in LTA (i) oversees and administers the licensing of device-sharing operators in Singapore, and (ii) operationalises the QR code parking system to facilitate the responsible parking of dockless shared bicycles across the island.
As a key member of our team, you will shape the safe and sustainable growth of shared devices (such as dockless shared bicycles) across the island through data-driven policy-making and continuous regulatory refinement.
Key responsibilities:
1. Industry engagement and analysis
• Build collaborative relationships with licensees and industry stakeholders
• Monitor local and global industry trends, technologies and best practices
2. Licensing operations and performance management
• Evaluate and process licence applications and renewals
• Conduct regular audits and performance reviews to ensure regulatory compliance
3. Regulatory and policy development
• Shape, refine and future-proof regulatory measures and licensing standards
• Ensure policy relevance and responsiveness to industry shifts
4. Data analytics for insight generation
• Analyse data to generate insights for policy and process improvements
• Translate findings into actionable recommendations for licensees and policy
5. QR Code Parking System management
• Oversee implementation and continuous improvement of QR code parking regime
• Manage vendor relationships and ensure delivery of project milestones
6. Cross-sector stakeholder engagement
• Coordinate with public agencies, corporate partners, licensees and public to manage feedback and concerns
• Build shared understanding and alignment on regulatory directions

• Knowledge in systems, technology or governance
• Strong ability to structure and communicate strategy clearly, both in writing and speech
• A reflective, analytical thinker who stays calm under pressure
• Experience in stakeholder engagement across sectors and interests
• Good data literacy; experience with business intelligence tools (e.g. Tableau, Python) is a plus
• Strong project management and organisational skills
• Familiarity with mobility trends, platform-based services, or regulatory design will be advantageous
