You will be part of a team responsible for the economic regulation of the natural monopolies in the gas sectors to ensure that they operate efficiently and effectively to achieve price competitiveness and reliability of energy supply for consumers. You will work with the team to review the gas market development and ensure that the appropriate regulatory mechanisms and incentives are in place at each stage of the market development for the natural monopolies to meet EMA's policy objectives. The successful candidate is required to:
1. Review the economic regulation framework and policies to ensure that appropriate economic incentives are provided for efficient operations and prudent investments of the natural monopolies.
2. Monitor and analyse the financial statements of EMA's licensees.
3. Determine the regulated charges and tariffs charged by the natural monopolies to ensure adequate recovery of prudent investments.
4. Administer the licensing process to ensure proper assessment of new entrants in the gas sector, and reviewing the regulatory and licensing framework to embrace new business models and new energy technologies.
- Knowledge in Economics, Accountancy, Finance, Business or Engineering.
- Relevant experience in policy work, economic regulation of natural monopolies or large-scale infrastructure development, or the electricity or piped natural gas industry is an advantage.
- Excellent analytical, coordination, negotiation and communication (both written and verbal) skills are critical for this position.
- Resourceful, able to work independently and in a team.
- The ability to work under tight timelines and to manage multiple stakeholders is essential for the position.
- Must be a positive team player with a strong interest to shape the future of Singapore's energy industry.
