ASSISTANT DIRECTOR / SENIOR EXECUTIVE (WATER SECURITY), WFPD

Ministry of Sustainability and the Environment

Permanent/Contract

Closing on 21 Jan 2025

What the role is

At MSE and our family of agencies – PUB, NEA, and SFA – we drive sustainability and resilience initiatives that improve the everyday lives of Singaporeans. As part of the MSE Family, you will be at the forefront of innovation, leading efforts to safeguard water resources, protect public health, and ensure food safety. Through partnerships across sectors, we tackle evolving challenges while fostering an inclusive, safe, and supportive workplace. Join us in shaping Singapore’s sustainable future and making a lasting impact on the everyday lives of generations to come. The Water and Food Policy Division (WFPD) works closely with PUB, Singapore’s national water agency, and the Singapore Food Agency to formulate, review and implement a broad range of policies and strategies to ensure the supply of water and safe food for Singapore. In 2015, the Water Resource Institute (WRI) ranked Singapore as one of the most water-stressed countries in the world and predicted Singapore to be one of the eight countries in the world most vulnerable to disruptions in water supply by 2040. Given the lack of land and natural water resources in Singapore, WRI’s conclusion is not surprising. Yet, we have managed to turn our vulnerability into strength over the years through relentlessly pursing and employing innovative and hard-nosed strategies. Today, the Singapore Water Story is a source of pride domestically and a role model for sustainable water management internationally. You will be involved in the next Chapter of the Singapore Water Story where we continue to enhance water security in the face of climate change and other emerging challenges.

What you will be working on

You will be working closely with PUB and other agencies on the following non-exhaustive list of priorities in the coming 1-2 years: • Formulating strategies, policies, and programmes, including water price reviews, to build a smart, resilient and sustainable water system and safeguard water security for Singapore. • Devising frameworks and measures to enhance water sector performance and financial sustainability, taking reference from domestic and international case studies. • Developing and refining policies and initiatives to promote water conservation in both the domestic and non-domestic sectors, via close partnerships with stakeholders such as economic agencies. • Safeguarding Singapore’s imported water source through close inter-agency collaboration and bilateral cooperation in relation to PUB’s operations in Johor and to implement long-term strategies for enhancing the reliability and quality of water supply. In addition, as part of the Ministry of Sustainability and the Environment, you will have the opportunity to be involved in developing Whole-of-Government / Whole-of-Nation strategies and policies on sustainable development.

What we are looking for

• Strong analytical and numerical skills; having the ability to dissect issues to identify the specific problems and develop considered solutions and approaches in a timely manner • Strong synthesis skills and systems thinking; being able to draw links / connections between different issues, reference past approaches and frame those issues coherently in a logical and intuitive way • Strong interpersonal and communication skills, both in writing and speaking; being succinct yet targeted, and expressing your points in a clear and logical fashion • Ability to be resourceful and work both independently and in teams, and engage multiple stakeholders • Have a passion and openness to learn; being prepared to take on board feedback, and having the tenacity to want to get things right
