What the role is

To lead one of the Performance & Evaluation units in the Ministry of Finance to i) set evaluation standards to level up evaluation skills in public sector, ii) conduct value-for-money (VFM) reviews and value-add to MOF’s budget allocation and funding decision, iii) adopt effective and efficient performance reporting to enhance accountability on public spending, and iv) instil a culture of prudence and accountability in public officers.

What you will be working on

1. Plan the annual VFM work plan. Steps involved include risk assessment and understanding of key policy priorities to identify suitable programmes and projects, and resource planning in terms of staffing. 2. Drive the planning and execution of the VFM reviews at whole-of-Government level for key programmes and projects. 3. Introduce and oversee funding evaluation policy and process changes to effect and signal efforts to achieve VFM and spending accountability. 4. Implement systems and processes to monitor and report on the performance and results of Government’s spending programmes. 5. Drive initiatives to promote a culture of VFM, as well as share learning points and case studies. 6. Ensure that the unit is staffed with trained and motivated personnel whom are developed to meet their current accountabilities and the future manpower needs.

What we are looking for

• At least 5 years of working experience in programme/project planning and evaluation. Ideal candidates should have a strong economics background and be proficient in financial/accounting concepts, econometric and statistical analysis, and data handling; • Ability to look at issues from a long-term perspective and anticipate challenges, coupled with a good sense of the practical implementation issues; • High sense of curiosity and drive to think out of the box; • Excellent communication and interpersonal skills to engage partners and stakeholders at various levels; • Self-motivated individuals with the ability to multi-task in a dynamic and fast-paced environment; and • A good team player and leader who can guide and develop the team.
