What the role is

Science, Technology, and Engineering (STE) are pivotal in modernizing public service delivery, as well as driving innovation and efficiency in the public sector. By integrating STE, cutting-edge solutions and strategies that address complex societal challenges are made possible, significantly improving the quality of life for citizens. The role is with the Ops Tech Directorate in the Public Sector Science and Technology Policy and Plans Office (S&TPPO). The Climate Change and Sustainability team draws a consolidated view of the resource requirements for climate change and sustainability S&T, identifies systems-level synergies to harness and gaps that need to be plugged, and identifies high-risk, high-reward areas for funding and incubation. Additionally, the team is presently embedded at the National Climate Change Secretariat to support climate change policy making. The actual appointment would depend on the relevant experience that you hold. The Head position is equivalent to a Senior Manager or an Assistant Director, depending on your relevant experience.

What you will be working on

• Strategic Development and Planning: i. Develop and maintain a prioritisation framework for climate change and sustainability R&D. ii. Map S&T-related climate change and sustainability initiatives and the identification of gaps and synergies that exist in the ecosystem. iii. Identify nascent initiatives that present high potential to impact climate change and sustainability. • Implementation and Coordination: i. Lead the setup and curation of feasibility studies and technology trials. ii. Ensure that research priorities are aligned to policy objectives and that new and existing funding initiatives are properly scoped to achieve these aims.

What we are looking for

•Educational Qualifications i. Bachelor’s degree in Science, Engineering or related disciplines. ii. Postgraduate qualification in the areas of Science, Engineering or Geography or similar disciplines can be considered. • Professional Experience i. At least 3 years of relevant work experience in Science or Technology field. ii. Experience of working in or with the Public Service will be useful. • Competencies/Others i. Broad knowledge of climate change and sustainability. ii. Understanding of public policy making. iii. Technical knowledge in areas in the sustainability space (e.g. decarbonisation, battery energy storage systems, sustainable fuels) will be advantageous.

About Science and Technology Policy And Plans Office

The Public Sector Science and Technology Policy and Plans Office (S&TPPO) is a department under the Prime Minister’s Office and serves as the functional leader for the Science, Technology and Engineering (STE) domain in public sector. We collaborate with other centre-of-government agencies to identify, resource and review key STE capabilities, and leverage STE as an enabler to transform operations to deliver more cost-effective and cost-efficient outcomes, thereby building a future-ready and more sustainable Singapore. S&TPPO also aims to develop and implement HR strategies and levers to strengthen capability development and career value proposition of STE professionals in the Singapore Public Service.
