What the role is

LAB has a strong interest in developing legal technology products, as well as their maintenance and improvement. This is in order to enable it to fulfil its mission of helping the less privileged get access to justice in a more effective and efficient manner. Your role will be to drive the development, maintenance and improvement of such legal technology products in LAB, working with both internal and external stakeholders.

What you will be working on

Your responsibilities would include: a) Maintaining the LAB’s existing legal technology products (i.e. chatbot, form-filling assistant, matrimonial assets division calculator, case management system) by assisting in problem-solving, trouble-shooting and managing vendors and stakeholders. b) Enhancing the LAB’s efficiency and effectiveness by engaging in environmental scanning to i) obtain and champion new legal technology related ideas and ii) contribute to current products’ design and effectiveness. c) Implementing and optimising new digital tools (particularly AI tools) for activities such as knowledge management, data analytics, legal research, statement recording and minute-taking, information extraction, drafting of court and other documents, and automated referrals to social services. d) Having oversight of LAB’s technological capabilities, and ensuring LAB is adequately equipped with the appropriate technological tools, in consultation with the Ministry of Law’s IT department. e) Training LAB staff in the use of any new technological tools and initiatives.

What we are looking for

Requirements: • [Contracting & Outsourced Management]: Manage contracts and outsource vendors for the development and operations of digital services. • [Project Management]: Plan and manage the project, its desired outcomes, and ensure alignment of project to the business objectives within agreed parameters of cost, schedule and scope covering development, implementation and/or maintenance. Ensure the appropriate project development methodology is selected based on the project needs • [Agile Methodologies, Tools & Delivery]: Make use of Agile methodologies and tools to support iterative and incremental development. Ensures that the stories are vertically slice for the engineering team to develop and conduct interdependencies analysis of these stories. • [Business Development & Needs Analysis]: Identify new business opportunities and levers for growth and negotiate for win-win outcomes to establish new services and businesses • [Business Analysis]: (a) Elicit, scope, develop and manage business requirements through rigorous and appropriate methods of information gathering and collaboration with stakeholders; (b) Analyse problems and recommend / define solutions and programmes in order to address needs and enable effective delivery; (c) Develop business case and articulate potential impact and value of solution in collaboration with stakeholder To be successful in this role, you must have/be: • Qualifications in Computer Science, Infocomm Technology, or related subject area with 2 to 5 years of relevant experience. • Knowledge or experience in implementing projects in one of the following areas (Cloud, Internet and Mobile Technologies, Artificial Intelligence, Robotic Process Automation, Case Management, Knowledge Management, Service Design, Data Analytics and Visualisation). • Participated in at least one full software or product development cycle, preferably using Agile Methodology, Design Thinking, Customer Journey Mapping, or Product-Centric Development. • A highly motivated individual with a strong interest in legal technology and its applications • Ability to work well independently, but also in a team environment • Strong technical writing skills (e.g. doing tender specifications, instruction manuals) • Good communication skills, in particular the ability to communicate complex technological concepts to various stakeholders, and encourage adoption of new technologies • Strong analytical, conceptualisation and problem-solving skills. Candidates would be at an advantage if they have: • Proficiency in web development or programming languages • A certification in IT Project Management or Business Analysis • Legal qualifications and/or experience working in or with the legal industry Successful candidates will be appointed on a 1-year contract in the first instance.
