What the role is

The Home Team Science and Technology Agency (HTX) is a statutory board under the Ministry of Home Affairs (MHA) which aims to pioneer innovation solutions and develop world class science and technology capabilities to transform and empower the Home Team in delivering safety and security for Singapore. The jobholder would deliver enterprise cybersecurity capabilities and technologies to the Home Team. The jobholder is responsible for the system engineering aspects of various projects and trials within the cybersecurity and infrastructure domain, identifying and evaluating technologies of interest to the Home Team.

What you will be working on

The job holder is responsible for the following: • Lead and develop strategy and plans for enterprise cybersecurity platform and service initiatives in partnership with EG and other HTX teams. • Lead the cybersecurity development team to plan the near- and long-term roadmap and solution architecture. Assessment of different architectures, associated challenges, implementation approaches to integrate solutions built on different platforms and technologies and make recommendations. • Responsible for the end-to-end design and project delivery of cybersecurity platforms and services at the enterprise level. The areas include cybersecurity architecture. technology and related infrastructure, solutions, systems integration and project management to support cloud and on-premises implementation. • Lead in gathering users’ requirements, co-develop concept of operations (CONOPS) and design blueprints. • Conduct market surveys and lead trials and proof-of-concepts and technology selection. • Lead and manage the cybersecurity development team and work with ops/system owner in the approval of requirement and acquisition activities such as preparation of tender specifications and documents, issue tenders, perform tender evaluation and contract management. • Lead and manage the cybersecurity development team and relevant parties in the preparation of various documents e.g. system design documents, technical interface agreements, test plans (factory acceptance, on-site acceptance, system security, etc.) and reports, and establishment of enterprise agreements. • Responsible for timely delivery of projects within the committed schedule, performance and budget to meet operational requirements. Ensure project and technical issues are resolved timely or escalated to management for attention. • Provide regular updates to HTX management on the project progress, milestones, issues and expenditure. • Identify potential project risks and assess its implications to the organisation and project, and to recommend mitigating measures to manage the risks and minimise project delay. • Effectively engage and manage all relevant stakeholders including HTDs and other agencies to deliver the capabilities. • Perform any other duties as assigned by HTX Senior Management or Deputy Dir (Security Development).

What we are looking for

• Degree in Cybersecurity/Computer Science/Information Technology/Engineering or relevant disciplines. • At least 8 years of relevant working experience in Cybersecurity domain. • Strong interest in technologies and innovation, particularly in Cybersecurity and infrastructure. Preferably relevant professional certifications in CISSP, CISM, CISA or equivalent certification would be an advantage. • A good understanding of the operational and IT landscape and industry best practices for technology adoption. • Strong knowledge in cybersecurity and infrastructure, systems integration and project management. Possess planning, problem-solving and people management skills. Project Management Professional (PMP) or equivalent certification would be an advantage. • Competent, self-motivated, pro-active, dedicated, and responsible as well as having the ability to work independently and as a team without the need for close supervision. • Good interpersonal and communications skills for team and stakeholders’ engagement. All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
