What the role is
[Cluster’s Description]
The Leadership Development & Strategy (LDS) Cluster oversees the Leadership and Talent Development policies and programmes at the Public Service level, to achieve the following key outcomes:
1. Effective and High-Performing Leaders & Leadership Teams who deliver with excellence today and innovate for tomorrow
2. Leadership Corps with Greater Diversity in experiences, skillsets & perspectives
3. One Public Service Leadership with a common purpose, identity and values
We do so by ensuring that our leadership development approaches are fit-for-purpose. This includes how we identify, develop, and engage senior public service leaders and leadership talents on the central leadership programmes (the Administrative Service and Public Service Leadership Programme). We do so in close partnership with our training partner, the Civil Service College as well as the HR community and leaders across the Public Service.

You will be part of the team responsible for planning and implementing talent development and leadership culture initiatives that build up a healthy pipeline of competent and committed leaders to serve in the Public Service.

You will be part of the team responsible for planning and implementing talent development and leadership culture initiatives that build up a healthy pipeline of competent and committed leaders to serve in the Public Service.
Talent Development. You will manage a spectrum of talent development interventions for officers in the central talent programmes, such as postgraduate scholarships, external attachments to private sector companies, and milestone programmes. You will coordinate and build strong partnerships with key stakeholders: senior management, HR officers, training providers, and the participants themselves. You will also be responsible for processing payments and claims arising from these development initiatives.
Leadership Culture. You will oversee the onboarding of officers who are newly appointed to the central talent programmes as well as other regular engagement touchpoints across the year, such as dialogue sessions and talent networking platforms. You will also support programmes under the Leaders Building Leaders initiative that support areas such as coaching, mentoring and supervisory skills.
In the course of work, you will partner closely with other teams in the LDS cluster, the Civil Service College and across PSD. You will also be involved in projects that cut across different LDS teams. Through the role, you will gain exposure to the role of learning & development and organisational development initiatives within the wider work of leadership development in the Public Service.

[Work Experience & Competencies]
An ideal candidate should possess the following:
• [Working Effectively with Stakeholders] You should have experience in building strong networks and connections with internal and external stakeholders to co-create and deliver a strong suite of engagement and developmental programmes. You should possess strong written and verbal communication skills to meaningfully engage a wide spectrum of stakeholders at various levels, including senior management.
• [Learning & Development] You should have experience in managing a wide spectrum of L&D interventions from end-to-end. You should be comfortable with managing an L&D budget and processing training payments and claims. The ideal candidate would have experience in designing data-driven processes to monitor and improve the effectiveness of L&D initiatives over time.
• [Organisational Development & Culture Building] You should have experience in identifying organizational issues through the analysis of qualitative and quantitative feedback, and supporting culture building and change management initiatives.
• [Improving and Innovating Continuously] You should have demonstrated experience in improving work processes and service delivery while mitigating potential impact of change through the application of data-driven decision making and effective change management approaches.
• [Thinking Clearly and Making Sound Judgements] You should appreciate the strategic role, purpose, objectives and challenges of HR practices of the public service. You should be able to collect and analyse different sources of information to assess issues, and evaluate possible solutions by leveraging data and research.
• At least 2 years of work experience in the field of talent management learning and development or organisational development is preferred.
Successful candidates will be offered a 2-year contract in the first instance.
