The Government Procurement Function Office (GPFO) oversees the Government procurement policies, practices, systems and workforce. Among other responsibilities, it is responsible for driving transformation of the whole-of-government (WOG) procurement function, including digital transformation.
MOF-GPFO is embarking on a project to refresh the current GeBIZ. GeBIZ is a WOG platform for agencies to publish their tenders and suppliers to submit their proposals.

What the role is
What you will be working on
The Lead Associate/Senior Associate/Associate (Digital Transformation) will be part of the business ops team to conceptualise, plan and execute the implementation of the new GeBIZ system. The scope will include:
• Working with agencies across WOG to jointly review, challenge and streamline existing procurement processes to enable the digitalisation of a seamless Budget-Procure-to-Pay experience.
• Change management with agencies across WOG to ensure a smooth and effective implementation of the GeBIZ system.
• Work with technical partners and stakeholders in the Budget-Procure-to-Pay value chain to align the goals thereby fostering closer collaboration.
• Manage the tender and the supplier such that the GeBIZ project is executed efficiently and on schedule in an agile manner.
• Explore, leverage and implement innovative new technologies to support end-to-end government procurement requirements.
• Undertake data analytics efforts to ensure proper governance of procurement practices.
What we are looking for
• Background in procurement and implementing organisational systems; at least 2 to 4 years of experience in business process redesign and/or change management.
• Ability to look at issues from a WOG perspective, review the status quo and integrate procurement policy considerations and operational requirements with what is technologically feasible.
• Have a dare-to-do attitude and not afraid to challenge the status quo.
• Self-driven and committed individual able to work independently and within teams.
• Strong critical thinking, analytical and project management skills.
• Strong communication skills and ability to work collaboratively with internal and external stakeholders.
• Excellent writing ability and presentation skills.
