What the role is

The Auditor-General's Office (AGO) is an independent organ of state and the national auditor. Our mission is to audit and report to the President and Parliament on the proper accounting and use of public resources to enhance public accountability and help strengthen the financial governance of the public service. AGO conducts various audits and our observations include system weaknesses, non-compliance with control procedures or legislation, and instances of excess, extravagance, or gross inefficiency leading to waste in the use of public funds and resources. We are looking for candidates who possess drive for achievements, excellent analytical abilities, communication and interpersonal skills. You will be part of the Information Technology (IT) Audit Department responsible for carrying out IT audits to support the audit of the Government Financial Statements (GFS), other Financial Statements audits, thematic and selective audits of public sector entities. These IT audits are to ascertain the adequacy and effectiveness of controls in Government ICT systems and processes.

What you will be working on

Responsibilities: • Develop a good understanding of the Government ICT environment, key developments and growing trends relevant to AGO’s IT audits (e.g., control requirements in the Government Instruction Manual on ICT&SS Management, use of cloud computing, greater automation of processes, block chain technology, etc.) • Assist the Project Lead in planning and conducting IT audits on ICT systems and processes of the Government and public sector entities. This includes identifying control weaknesses and areas for improvement, obtaining the necessary audit evidence to support the audit conclusions and observations, and preparing the necessary working papers and reports. As part of evidence gathering to support the audit conclusions, you will also be required to interview auditees, analyse system configurations, and perform system logs analysis. • Prepare draft audit reports to ensure that they clearly communicate audit observations, audit concerns and recommendations to address any lapses. • Provide technical advice/assistance to financial auditors. • Perform other duties and responsibilities as assigned by supervisor.

What we are looking for

Requirements: • Singapore Citizen • Tertiary qualifications in Computer Science, Computer Engineering, Information Systems studies or equivalent • Fresh graduates and candidates with less than 5 years of relevant experience in IT systems audit or in IT operations are welcome to apply. • Knowledge in scripting language e.g., python, would be an advantage. • Possess a good understanding of Operating Systems, Databases, Networks or Enterprise Applications. A good understanding of the IT environment/key systems of Government and public entities would be an advantage. • Possess strong analytical, communication and interpersonal skills. Remuneration and position offered will depend on the candidate's qualifications and experience. For applicants with more years of experience, you may be assigned supervisory responsibilities for selected projects where you will need to coach and supervise junior team members. You may also be required to review the audit working papers prepared by your team members to ensure they meet the audit objectives and documentation standards. Serving Public Officers: Serving public service officers with the relevant experience or a keen interest may also apply to join AGO. Candidates need to demonstrate proficiency in English through the provision of supporting documents such as GCE ‘O’/’A’ level results, or other relevant supporting documents.
