The Assurance, Care and Engagement Group (ACE), a permanent division under the Ministry of Manpower, improves the well-being of migrant workers by enhancing the healthcare, housing and social aspects of the migrant worker landscape. As a Senior/Manager in the Procurement and Contract team, you will support procurement and contract management activities for ACE; ensuring procurement is cost effective, timely, efficient and in compliance with prevailing government procedures and policies.

What the role is
What you will be working on
Procurement
1. Work with branches/units on their purchase requirements and propose appropriate procurement approaches and sourcing strategies that best meet the branches’/units’ needs.
2. Provide guidance to branches/units to ensure purchases made by branches/units comply with the Government Instructions Manual (IM) on Procurement and MOM’s Procurement Policy and Guidelines.
3. Manage/support the end-to-end procurement process, from review of Approval of Requirement, Requirement Specifications, Evaluation Report and Contract Variation Request to preparation of sourcing and contracting documents.
4. Develop, review and improve on ACE’s procurement processes through adoption of technology, automation and the use of data analytics.
5. Identify procurement trends and areas for improvements, such as opportunities for demand aggregated purchases, provide remedial solutions for any anomalies discovered.
Contract Management
1. Work closely with contract owners to monitor the deliverables and performance of contractors.
2. Provide guidance to contract owners to ensure compliance to the terms and conditions as specified in the contract.
3. Monitor the progress and status of the contract and ensure timely follow up actions such as contract novation, contract termination, contract renewal.
4. Work with the contract owners and audit team on audit and compliance checks.
