What you will be working on

Brief description of Job Scope: You will be part of the Child Welfare team of CIC which has oversight of matters pertaining to service management and capability building for the following social service agencies: a) Adoption Agencies; b) Pre-Family Guidance Orders (FGO); and c) Special Marriage Licences (SML). As a Senior Manager, you will oversee a small team that engages the social service agencies (SSAs) who provide adoption, Special Marriage License and Pre-FGO services. You will also be involved in change management and engagement efforts through digitalisation of services. As a Manager, you will be an individual contributor but will support the Senior Manager in the duties cited below or part thereof. Responsibilities: Your duties include but will not be limited to the following: a) Planning for, reviewing, implementing and managing the following programmes: - Provision of Adoption related Services to members of the public - Outsourcing of GIA social investigations to adoption SSAs - Family Guidance Order (FGO) programme. You will also be involved in the assessment and processing of applications/enquires related to FGO.You will also be working with partners in the sector to implement the FGO programme. - In addition, you will also be involved in overseeing the service delivery for the Special Marriage Licence process. b) You will also be expected to assist with the handling of all communications related to the above 3 programmes c) You will be expected to staff submissions, co-ordinate with all internal stakeholders and conduct presentations as needed d) You will also help the team to work on the development of the Adoption Portal and the FGO/SML modules in SSNET e) Any other roles that comes with the terrain and which may not be reflected here.

What we are looking for

Requirements Functional/Technical Competencies: • Tertiary qualifications . Degree in Social Work, Psychology or Social Sciences is preferred • Experience in youth work or family work • Experience in managing frontline operations and communications work • Writing papers, submissions and preparing for presentations • Managing and implementing contracts • Basic research skills will be an asset • Knowledge of drafting contracts, service models will be an asset • Has an inclination towards dealing with numbers as overseeing budgets/payments to agencies is part of the workscope Generic Competencies • Strong analytical, writing, communication, problem solving skills • Self- directed, forward thinking, adaptive to change and able to work in a fast-paced setting. • Excellent time management skills, and an ability to influence change and work well with others. • Able to work calmly in highly stressful situations and in a fast paced environment • Ability to work well independently and in collaboration with people • Be tenacious and resilient in handling difficult situations/people • High level of emotional resilience • Good people management, project management, strategic thinking and problem solving skills • Ability to undertake both macro perspectives and in-depth analysis • Demonstrate personal integrity and accountability
