You will lead the HRPS department and provide guidance on work related to HR policies, compensation & benefits and HR systems. This role will require you to work closely with internal stakeholders (other HR departments, STB line units) and external partners (e.g. Vital, other public sector agencies).
[What you will be working on]
The job scope includes but is not limited to the following areas:
Leadership and supervision. Provides leadership and supervision to the HRPS department in delivering work deliverables and stakeholder engagement. Advises DHROD and STB Management team on HR and compensation policies as well as running of HR system.
HR Policy Development. Provide guidance in developing and reviewing HR policies, including alignment with public service directives where applicable. Lead team to evaluate HR policies and ensure their relevance to support staff's and organisation's needs. Oversee the implementation of a robust performance framework to drive desired performance and meet corporate objectives. Foster positive relationship with Union through regular engagement and Collective Agreement negotiations.
Compensation and Benefits (C&B). Develop a competitive compensation strategy and structure to support STB’s goals. Conduct regular compensation reviews to evaluate effectiveness of total compensation in HQ and across all the regional offices. Ensure effective and optimal utilisation of manpower budget. Oversee the smooth running of our payroll function in HQ.
HR Systems. Ensure synergy across HR policies, processes and Workday (HR System). policies, and to streamline work administration where possible. Liaise with PSD to refine systems setup and troubleshoot issues for Workday where necessary.
[What are we looking for]
Preferably - minimum 8 years of relevant work experience, including at least 3 years of supervisory experience
Strong domain expertise in HR policies, payroll, and compensation and benefits
Able to translate and drive policy from review/development to implementation
Strong analytical skills and able to deliver results through and with the team
Strong communications skills, including good written skills
Strong team player and good stakeholder management skills; able to build trust and credibility with key stakeholders
An enthusiastic and driven self-starter, and able to think innovatively to improve current states
Have an interest/passion in HR and able to adapt market trends for STB
