What the role is

MOM’s Work Pass Division is developing the Work Pass Integrated System (WINS) that supports all work pass transactions. This is a large agile software development project that applies service design methods to create reliable, adaptive and simple services for MOM’s customers. We want to invite officers/applicants who are passionate about transforming and modernising MOM’s work pass systems and operations to join MOM WINS Programme Office as Senior Business Analysts (BA).

What you will be working on

The key responsibilities of a Senior BA are to: a. Gather and understand business requirements. This involves understanding and mapping out the current business processes and improvements needed. b. Translating business requirements into user stories, in a way that supports the delivery of value to users User stories should capture business requirements and target outcomes clearly for development. c. Support the Product Owner to manage the product backlog. d. Ensure the product developed is in line with business objectives. e. To do these effectively, a Senior BA will need to: f. Work closely with multiple stakeholders (for e.g. MOM departments, development teams and other agencies) to navigate competing stakeholder needs, weigh the trade-offs, and propose practical implementation options. g. Work closely with designers and engineers to ensure that business requirements are incorporated in the wireframes and user interfaces. h. Have an appreciation of system workflows and the data fields collected through work pass transactions, to understand the impact on business processes. Senior BAs are an integral part of an agile team. They contribute to collective team responsibilities in the following ways: a. Provide inputs and clarifications to the development team to ensure aligned understanding of business requirements prior to the start of development and verifying that business requirements are implemented as intended upon completion. b. Work with users to propose test scenarios, for implementation by the development team and to support User Acceptance Testing (UAT). c. Support product showcase to management and provide continuous feedback from business stakeholders to the development team. d. Together with the development team, provide post-production monitoring and support, and track customer feedback to iterate the product. e. Lead and conduct After Action reviews to identify learning points and issues to rectify.

What we are looking for

• 5 years of experience with agile IT product development methodologies is preferred. This should include the following aspects: - Requirements management: Gathering, analysing, and documenting business requirements using various techniques (e.g., interviews, workshops, surveys). Experience in creating detailed functional and non-functional specifications, use cases, and process models. - Stakeholder Management: Ability to work effectively with stakeholders at all levels, including senior management. This includes experience in facilitating decision-making processes, managing expectations, and communicating complex ideas to both technical and non-technical audiences. - Process Improvement and Change Management: Experience in business process modelling, analysis, and re-engineering. This should include knowledge of various process improvement methodologies and experience in managing the change process associated with implementing new systems or processes. • Strong verbal and written communication skills, including the ability to translate technical concepts for non-technical audiences and vice versa. • Ability to quickly learn new domains, technologies, and methodologies as business needs evolve. • Strong analytical skills, able to break down complex problems, identify patterns, and draw insightful conclusions from diverse data sources. • Good interpersonal skills to manage relationships with diverse stakeholders (internal users, management, vendors and etc) *PWDs are welcome to apply
