[What your will be working on]

The LTA Academy (LTAA) is a division within the Learning Office, under the Land Transport Authority. The Academy’s vision is to be a leading global institution on land transport, with a mission to enhance the culture of learning and to deliver competency-based training for LTA officers and the industry.

This Deputy Programme Manager position resides within the Academy’s Programmes team, established to lead the development of training interventions, with strong oversight and management of training programmes.
You will also play a key role in promoting self-directed learning, applying instruction design in the development of e-modules and other technology enabled learning.


Key responsibilities:

• You will be part of the programme administration and management team within the academy that organises and delivers internal training for LTA staff and the land transport industry. This involves collaborating with key stakeholders such as in-house specialists, other Public Sector agencies, local and foreign Institutes of Higher Learning (IHLs), professional associations and related training providers.
• You will help with the development of new programmes, applying instructional design to ensure programmes are instructionally sound
• You will be involved in the use of data analytics to report training effectiveness of programmes, return of investment on training, trainer and resource management and financial reporting.
• You will play a key role in promoting technology enabled learning, applying instruction design in the development of blended programmes.
• You will be assigned general duties associated with the running of an academy, such as website maintenance, budgeting etc.


[What we are looking for]

• At least 3 years’ experience working in a training environment.
• Well-grounded in the theory and practice of training and development - experience in managing the whole training spectrum from programme development to programme delivery and evaluation.
• Professional qualification in Learning & Development (such as ACLP, ACTA, DACE) will be advantageous.
• Candidate should also have good working knowledge of:
- Microsoft Office applications
- Online content development tools
• Ability to work independently and as a team, and with internal and external stakeholders at all levels.
• Strong technical problem-solving skills and attention to detail
• Good networking, analytical and communication skills. Ability to develop new plans and initiatives.
