Strategy Group leads and organises the Public Service to develop and implement the Government’s strategic priorities.
The Corporate Services (CS) directorate provides key support services for PMO-SG and has 4 main functions:
i. Finance manages PMO-SG’s annual budget and makes recommendation on allocation of financial resources;
ii. Knowledge Management oversees the registry and documentation of the thinking of the past and helps with our decision for new ideas and future policies;
iii. Procurement provides advice on procurement matters and reviews procurement submissions for compliance; and
iv. Admin oversees the day-to-day operations in PMO-SG.
As a procurement officer, your key responsibilities include managing and providing procurement advice for the end-to-end procurement value chain and maintains oversight of procurement framework and processes (in terms of operations efficiency, effectiveness and control) for the organisation.
You are required to work closely with directorates to uphold Procurement’s principles of transparency, open and fair competition as well as value for money. You will also be supporting operations related to Business Continuity Planning for the organisation.

What the role is
What you will be working on
• Develop policy for internal approving limits and establish effective delegation of authority for increased business responsiveness;
• Develop strategic procurement plans in partnership with business units and formulate procurement approaches and strategies appropriate for the purchases;
• Propose recommendations for improvements required in governance processes and system improvements to enable procurement data analytics and identify/ resolve issues with the respective stakeholders for clear enforcement of policies and procedures;
• Develop sustainable procurement framework and analyse impact of findings/ lapses and propose changes to governance policies and procedures in order to maintain efficiency of procurement delivery;
• Perform risk analysis for planning of complex purchasing requirements to identify/ anticipate potential issues; and
• Develop organisational capability and awareness in procurement.

Work Experience Required
• Prior working experience in Government Procurement is preferred.
