The Performance & Evaluation (P&E) directorate is looking for dynamic and motivated team members to support MOF in delivering better value and accountability for public spending and outcomes.

What the role is
What you will be working on
You will have the opportunity to lead one of the Programme Evaluation units in the Performance & Evaluation directorate in the Ministry of Finance to work on the following:
a) Policy and planning: Formulate and implement programme evaluation or resource-related policies and planning processes to help achieve strategic outcomes, cost-effectiveness, and resource sustainability in public sector spending. This will involve partnering public sector stakeholders to design appropriate evaluation and funding interventions for a diverse range of public organisations, programmes, and projects.
b) Programme reviews: Work with public agencies to understand their key policy priorities, and scope and conduct programme and project evaluations. This will help strengthen programme design and cost effectiveness, and reinforce accountability. This will involve:
i. Determining suitable performance indicators, data collection plans, and evaluation methods;
ii. Applying relevant tools such as the Theory of Change or data analytics to draw out pertinent insights;
iii. Formulating recommendations to senior management, programme, and policy owners.
c) Capability Building: Work with public agencies to drive a culture of accountability and resource optimization, enhance capability development of the overall P&E community, and recommend/share interventions from research studies including of international best practice.
The appointed officer should nurture a team of trained and motivated personnel, and ensure optimal manpower deployment across the unit.
What we are looking for
• At least 5 years of working experience; Candidates with strong economics background, econometric, statistical analysis and data handling skills, proficiency in financial or accounting concepts, programme/project planning and evaluation experience would be preferred;
• Ability to look at issues from a long-term perspective and anticipate challenges, coupled with a good sense of the practical implementation issues;
• High sense of curiosity and drive to think out of the box;
• Excellent communication and interpersonal skills to engage partners and stakeholders at various levels;
• Self-motivated individuals with the ability to multi-task in a dynamic and fast-paced environment; and
• A good team player and leader who can guide and develop the team.
