What you will be working on

As a Lead Associate / Senior Associate / Associate in Workforce Planning and Development, you would be at the heart of transforming how procurement professionals are recruited, developed, and retained within the government. The role focuses on developing and executing leadership and talent strategies, including leadership rotations, succession planning, and talent development programmes, to ensure a robust and capable procurement function across government agencies. The incumbent will work with different stakeholders across the whole-of-government (WOG) to facilitate the discharge of MOF’s roles and responsibilities as the functional leader in workforce development and management for the Government Procurement function. Key Responsibilities: Functional Leadership Mandate: Work closely with the Public Service Division (PSD) to shape and implement central HR policies that drive leadership and workforce excellence for the Government Procurement function across the whole of government. Strategic Leadership Rotations: Implement and oversee procurement leadership rotations across various government agencies. Partner agencies to identify high-potential individuals and facilitate their placement in strategic roles that enhance their leadership capabilities and broaden their experience within the public procurement domain. Succession Planning: Manage a succession planning framework for key leadership positions within the procurement function. Collaborate with senior management to identify critical roles, assess current and future talent needs, and create tailored development plans to ensure continuity of leadership. Talent Development: Design and implement programs aimed at developing the next generation of procurement leaders. This could include creating an emerging talent programme, customized learning pathways, mentorship opportunities, and leadership workshops tailored to groom high-potential in-service officers for procurement leadership roles. Talent Pipeline Management: Monitor and assess the effectiveness of talent development strategies to ensure a robust and diverse pipeline of future leaders and specialists. Use data-driven insights to continuously refine and enhance development programs, ensuring they meet the evolving needs of the public procurement landscape. Stakeholder Engagement: Serve as a key liaison between the Talent Development Committee and various government agencies. Facilitate regular communication, gather feedback, and build consensus on leadership and talent development initiatives, ensuring alignment with broader organizational goals. Program Evaluation and Continuous Improvement: Regularly evaluate the impact of leadership rotations, succession planning, and talent development programs. Use feedback and performance metrics to drive continuous improvement, ensuring that the initiatives remain relevant, effective, and aligned with the strategic objectives of the public procurement function.

What we are looking for

Agility and Adaptability: Thrive in a dynamic, fast-paced environment. You should be able to manage multiple priorities, navigate complexities, and adapt to changing circumstances with ease. Qualifications: A bachelor’s degree in Human Resource Management, Business Administration, Public Administration, or a related field is required. A master’s degree or professional certification in HR, workforce planning, talent management, or leadership development will be an advantage. Experience: At least 3-5 years of relevant experience in workforce planning, leadership and talent development, human resources, or a related field. Experience within the public sector, particularly in procurement or related functions, is highly desirable. Why Join Us?
