What the role is
What you will be working on
The role focuses on curating, implementing and managing career development opportunities that enhance public sector procurement officers' professional growth through diverse learning experiences and strategic partnerships. The incumbent will drive digital transformation of career development through the One Talent Gateway platform and work with different stakeholders across the whole-of-government (WOG) to facilitate the discharge of MOF’s roles and responsibilities as the functional leader in workforce development and management for the Government Procurement function.
Strategic Programme Design & Management
• Facilitate structured job rotation (SJR) programmes across government agencies, ensuring alignment with officers' development needs and organisational objectives
• Partner public agencies to develop and manage
• GIG project opportunities that enable officers to contribute their expertise across different agencies whilst building new competencies
• short-term immersion programmes (STIP) with agencies, facilitating meaningful learning experiences
• Forge partnership and maintain relationships with private sector / industry leaders to curate and manage talent attachment programmes (TAP)
• Monitor programme effectiveness through data analytics and participant feedback, making refinements as needed
Digital Platform Management
• Manage and enhance the One Talent Gateway (OTG) portal for procurement functions to ensure optimal user experience
• Curate and publish career opportunities across agencies, ensuring accurate and timely information
• Develop content that helps officers understand various career pathways and development opportunities
• Implement features that improve transparency and accessibility of career information
• Track portal analytics and user behaviour to drive continuous improvement
Stakeholder Management
• Build and maintain strong relationships with HR teams across government agencies through regular consultation to understand agency needs
• Engage private sector / industry partners to create meaningful attachment opportunities and evaluate partnership effectiveness and value creation
• Collaborate with procurement leaders across agencies to develop development opportunities to allow growth and learning for the procurement workforce
• Foster a vibrant procurement community through networking initiatives
• Provide data-driven insights on workforce development initiatives to inform senior management on the outcomes and impact

Qualifications
• Bachelor's degree in Human Resource Management, Business Administration, Public Administration, or related field
• Master's degree or professional certification in HR, career development, or talent management is advantageous
Experience
• Senior Associate: 5-7 years of relevant experience in talent development, career coaching, human resources, or related field
• Associate: 3-5 years of relevant experience in similar areas
• Experience within the public sector, particularly in procurement or related functions, is highly desirable
