What the role is
What you will be working on
The officer is responsible for formulating strategies, policies, and driving projects to enable a well-resourced sector with sustainable and well-planned services, and future-ready social service agencies that deliver quality services.
Specifically, he/she will be part of a team that:
• Stakeholder Engagement and Management:
o Deskhead for key Statutory Board/ CLGs: National Council of Social Service (NCSS) or Singapore Centre for Social Enterprise (raiSE). Specifically in terms of engendering stronger alignment with Ministry through strategic reviews, funding and KPI setting.
o Cultivate 3P partnerships (public, private, people) for cross collaboration and to advance the interests of the social service sector e.g. strengthening sectoral awards recognition systems.
o Work closely with stakeholders to strengthen MSF’s relationship with social service agencies (SSAs)
• Sector Development and Management:
o Work closely with NCSS to ensure strong governance in the social sector
o Support NCSS as they drive initiatives to develop the social service sector e.g. through strengthening board capabilities in SSAs
• Systems Thinking/ Strategic Planning:
o Support raiSE Review Committee which aims to review company structure and mandate.
o Assess relevance of impact financing models to Singapore’s context and propose approaches for MSF to tap on these sources.
o Monitor philanthropy trends and assess viability of supporting social service sector
• Finance:
o Grant governance and administration to ensure grants are achieving policy intent and are in compliance with grant governance guidelines.
o Budget planning and management to support operations and strategic outcomes of organisation.

• Excellent stakeholder management skills with an ability to communicate, rally together and work effectively with multiple internal and external stakeholders
• Strong interest in social issues
• Able to take responsibility for projects, work independently as well as in a team
• Flexibility and resilience in responding to changing flows of information
