What the role is

Science, Technology, and Engineering (STE) are pivotal in modernizing public service delivery, as well as driving innovation and efficiency in the public sector. By integrating STE, cutting-edge solutions and strategies that address complex societal challenges are made possible, significantly improving the quality of life for citizens. The role is with the Science and Technology (S&T) Masterplanning team in the Public Sector Science and Technology Policy and Plans Office (S&TPPO). The team is responsible for (i) identifying the key public sector priorities that could benefit from STE and initiating whole-of-government (WOG) level programmes to use STE effectively to meet these priorities, and (ii) identifying major STE trends, exploring the opportunities, and developing the public sector S&T policy response, to strengthen WOG’s application of STE in their operations. The team also develops and manages S&TPPO’s organisational strategic and policy plans, and coordinate support from and for other agencies and Centres of Excellence (CentEx). The actual appointment would depend on the relevant experience that you hold.

What you will be working on

• Monitor STE trends and developments. • Identify key public sector priorities that can benefit from the application of STE and develop strategies and plans for doing so. • Drive STE programmes and initiatives with agencies - for example, operations-technology (ops-tech) roadmap development workshops, and the preparation of ops-tech guides for government agencies. • Boost government wide use of STE, including identifying STE agencies that can fulfil the role of expertise hubs across sectors/clusters, and supporting those that have already been identified. • Engage and partner each Ministry/Agency or across agencies in building ops-tech capabilities via topical workshops and consultancies. • Facilitate partnerships and new initiatives with government and industry stakeholders to proliferate the use of STE in operations to achieve manpower and costs reduction. • Organise and coordinate S&TPPO’s internal strategic planning activities (e.g. workplan retreats, RF/MMF request) and cross-divisional/agency activities (e.g. PST Visits, COG meetings, Planning Guidance, COGnition, HCS Updates).

What we are looking for

• Background in Science, Engineering or Technology Management or similar disciplines may be an advantage. • Professional Experience i. At least 5 years of relevant work experience in the Science or Engineering field. ii. Experience in long-term planning and strategy formulation. iii. Experience in managing and evaluating STE programmes, especially those involving emerging technologies will be advantageous. • Competencies/Others i. Strong passion for STE ii. Ability to analyse complex issues and put forth actionable solutions, as well as drive the implementation of workstreams. iii. Excellent interpersonal and communication skills and adept at managing relationships with various stakeholders. iv. Pro-active, quality conscious, attentive to details and a team-player.

About Science and Technology Policy And Plans Office

The Public Sector Science and Technology Policy and Plans Office (S&TPPO) is a department under the Prime Minister’s Office and serves as the functional leader for the Science, Technology and Engineering (STE) domain in public sector. We collaborate with other centre-of-government agencies to identify, resource and review key STE capabilities, and leverage STE as an enabler to transform operations to deliver more cost-effective and cost-efficient outcomes, thereby building a future-ready and more sustainable Singapore. S&TPPO also aims to develop and implement HR strategies and levers to strengthen capability development and career value proposition of STE professionals in the Singapore Public Service.
