What the role is

As a Manager/ Senior Manager, Contracts in the Infrastructure and Facility Services Division, you will be part of a dynamic team that oversees planning, development and management of infrastructure and facilities in MOE Headquarters.

What you will be working on

• Prepare and vet construction, facilities management and procurement tender documents. These would include drafting contract and specification clauses, calling tenders, evaluating and making tender recommendations, and awarding contracts • Manage and administer contracts, including reviewing submissions by consultants/ managing agents/ contractors, assessing contractors’ claims (e.g. for variation works, extension of time, loss and expenses, final account), and handling contractual disputes • Provide advisory support on contractual and costing matters to ensure procurement and contract management requirements are met

What we are looking for

• At least 5 years of relevant working experience, preferably in Quantity Surveying consultancy firms, developer, construction or facilities management related organisations • Good working knowledge in contractual and cost management for construction and facilities management contracts, as well as the Public Sector Standard Conditions of Contract (PSSCOC) • Experience with MOF’s Development Planning Committee (DPC) process and project Life Cycle Costing (LCC) would be an advantage • An independent and effective team player with good interpersonal, communication and project management skills In general, applicants can expect to hear from us within 3 weeks of the close of the application window.
