Reporting to the Deputy Director, the jobholder will be leading a dynamic and enterprising team to curate and develop S&T partnerships for homeland security in Singapore. You will work closely with local and international Institutes of Higher Learning (IHL) and Research Institutes (RI), to generate ideas and opportunities for S&T partnerships to create “the next big thing” – solutions that exponentially impact Singapore’s safety and security.

What the role is
What you will be working on
• Perform strategic planning and execution for initiatives to attract and engage local and international IHLs and RIs to work with HTX, including use of instruments to drive innovation, such as frameworks and agreements instruments (e.g., MOUs, MA/MRCAs, etc.)
• Develop partnership needs/targets with HTX divisions (COEs, PMG) to identify the appropriate relevant academia partners that value-adds to Homeland Security technology and innovation development (such as alignment to HTX (e.g. COE) needs and technology roadmaps).
• Lead a team to identify innovation opportunities, generate ideas and execute S&T collaborations by working with and engaging local and international IHLs and RIs (both new and existing).
• Lead a team to engage in technical discussions with internal and external stakeholders to identify problem statements and technological areas to shape and push new and existing partnerships centred on innovations.• Oversee the planning of trips, visits, engagements and forums involving Senior Management, in advancement of S&T partnerships. These involve the planning and curating of agendas and delegations, planning and execution of administrative arrangements and details, and the development of briefs and talking points for Senior Management.
• Organise and execute effective strategic engagements between HTX (incl. senior management and divisional levels) and academia partners, such as steering committees, executive connects, exploratory workshops, technology-solutioning seminars, and other forms of outreach levers.
• Maintain strong oversight of academia (e.g., R&D) technology trends and developments to curate partnership opportunities with the academia entities that match MHA/HTX interest areas.
What we are looking for
• Preferably tertiary qualifications in Engineering, Sciences, Technology, Business, and/or Innovation/Tech management-related fields.
• Preferably 5-7 years of relevant experience in the science and technology fields (in the Academic setting), in the following: innovation or project management, partnerships and collaboration, business development, intellectual property management.
• Experience in establishing S&T partnerships, with knowledge in partnership instruments such as MOUs and Master Agreements, and/or intellectual property.
• Experience in technology scouting, horizon scanning, technology fore-sighting and/or market intelligence/research.
• Someone who has strong public sector experience in managing projects and delivering solutions and capabilities.
• Someone who has strong analytical and strategic thinking skills; able to analyse in-depth different complex issues and put forth actionable solutions.
• Someone who is able to build and maintain positive relationships and work in a dynamic, cross-functional team environment.
• A strong communicator (both verbally and written), communicating clearly and with structure; including ability and experience in engaging and managing stakeholders across all levels of seniority internally and externally
• Someone with keen interest and knowledge in science and technology.
• Able to travel regularly as required.
All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
